- Page 13 of 13 HUD-VASH Housing Search and Placement Contract THIS IS A STATEMENT OF OBJECTIVES (SOO) ONLY. This announcement is seeking information from industry, which will be used for preliminary planning purposes in developing a Performance Work Statement. No proposals are being requested or accepted with this request. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS Posting. THIS IS STRICTLY MARKET RESEARCH. The purpose of this request is to gain knowledge and interest from industry to develop the Performance Work Statement. The work shall include all information identified in the SOO. The vendor should understand that 48 CFR 52.219-14 - Limitations on Subcontracting could apply. The vendor should also identify their interest and that they are competent and certified to provide the information requested. Interested parties responding to this request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to the requested information (3) area of interest; and (5) any other pertinent documentation in developing a quality PWS. The response date to this Request is November 29, 2021 at 1500 Eastern Time. This market research is for informational and planning purposes only to develop a Performance Work Statement. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. RESULTS INFORMATION: Respondents will be contacted, and any information provided will be screened and processed to develop the PWS by Lindsey Marano, Program Manager, Veterans Health Administration. Lindsey can be contacted via email at lindsey.marano@va.gov. She can be contacted and will work with industry; however, it is at the discretion of the government to utilize results. Firms responding to this notice announcement are encouraged to participate as the Best Practices within industry will be utilized and may directly affect those capable to provide the services requested. ALL the required information requested, will be used to help the Government make the acquisition decision, which is the intent of this Request for Information announcement. Lindsey will work closely with a Contracting Officer to ensure all information is in accordance with agency policy. The official notice will be issued on the Opportunities website @ Sam.gov. STATEMENT OF OBJECTIVES (SOO) Project: HUD-VASH Housing Search and Placement Contract Purpose: The purpose of this SOO is to develop a Performance Work Statement based on industry best practices to the following: VA wants to obtain housing search and placement services for up to an undetermined number of Veterans through the use of a HUD-VASH voucher in support of VA s mission to end Veteran homelessness. VA is interested in hearing a variety of creative proposals of how local agencies can assist VA s mission to house Veterans in the HUD-VASH program within 90 days of program admission. VA is specifically interested in hearing how the local agency will effectively and efficiently house Veterans with significant housing barriers, such as arrears, prior evictions, criminal background, and zero income. Scope or Mission: It is the intent of VA to develop a Performance Work Statement to increase HUD-VASH voucher utilization through efficient, innovative, Veteran-centric housing search and placement services within the catchment area of a requesting VAMC. This may include, but is not limited to, services such as: 1) assisting the Veteran family with obtaining needed Public Housing Authority (PHA) documentation to ensure rapid voucher issuance; 2) assisting Veterans with the PHA application; 3) referring homeless Veterans to the PHA; 4) providing case management and supportive services to potential HUD-VASH program participants, as needed, prior to PHA issuance of rental vouchers; and 5) providing housing search assistance to HUD-VASH participants with rental vouchers. Clinical services will be provided by VA staff to the Veteran throughout the course of the contractor s involvement, as these services are outside the scope of this Performance Work Statement. Period and Place of Performance: The period of performance will be determined at the Task Order level. It has been determined that a firm-fixed-price indefinite delivery/indefinite quantity (IDIQ) contract is appropriate. As outlined in FAR 16.202-2, fixed price contracts are suitable for services based on reasonably detailed specifications. These services will take place primarily in the community or at the Contractor s site but can also take place at the VAMC or the Veteran s home. Background: The HUD-VASH program is a partnership between the Department of Veterans Affairs (VA) and the Department of Housing and Urban Development (HUD) to support VA s goal of ending Veteran homelessness by assisting vulnerable homeless and at-risk Veterans and their families to identify, obtain, and sustain permanent housing. Operational requirements have been established to define and support this partnership. While utilizing a Housing Choice rental voucher from HUD, Veterans in HUD-VASH receive case management and supportive services from the VA to address and resolve issues that contributed to or resulted from homelessness. The HUD-VASH program is guided by the principle of Housing First and seeks to increase Veteran self-sufficiency and improve quality of life. Changes in housing costs, limited housing stock, and staffing challenges have impacted the HUD-VASH program s ability to fully utilize all available Housing Choice vouchers. The HUD-VASH program is exploring all available resources in order to achieve the mission of ending Veterans homelessness. While HUD-VASH has established effective practices in housing Veterans, this Performance Work Statement for housing search and placement services will draw on best practices from community agencies toward that end. Performance Objectives: VA expects to positively impact the goal of ending Veteran homelessness through this task order in three significant ways. First, by entering into a contract for housing search and placement services through the use of HUD-VASH vouchers, VA will expand the number of resources available to serve homeless Veterans, which we anticipate will increase the number of homeless Veterans served. Secondly, by utilizing best practices within the local community, VA expects to be able to house Veterans faster. Finally, through Veteran-centric housing search and placement, VA anticipates the Veteran will be satisfied with the identified housing unit, which is beneficial for housing stability. The Contractor will provide housing search and placement services in support of the VA goal of ending Veteran homelessness through increased utilization of HUD-VASH vouchers. The following objectives describe the targeted end result. The Contractor should devise and propose one or more solutions to satisfy the requirements through the development of a Performance Work Statement (PWS) as well as through a Quality Assurance Surveillance Plan (QASP). Veteran-centric housing placement through the use of a HUD-VASH voucher with one or more services such as: Assist Veteran in obtaining HUD-VASH voucher through the local PHA Housing search and placement services for Veteran Timely support for housing Veterans (target housing placement date within 90 days of program admission) Connection to community resources to support initial housing stability (as per examples provided in Scope of Mission) Operating Constraints: The housing search and placement services offered must utilize a HUD-VASH voucher for housing placement. Eligibility for HUD-VASH admission is determined by the local VAMC and responsibility for clinical services resides with the VA. The contracted work to support HUD-VASH Veteran participants with housing search and placement services will be done independently by the contractor, and the Contractor will be responsible for proposing how successfully collaboration with the VA will be achieved for mutual Veterans. While the Veteran is working with Contractor s staff to obtain housing, HUD-VASH staff will remain in contact with the Veteran, in accordance with the relevant VA policies and procedures. Once the Veteran is successfully housed by the Contractor, the Veteran will begin termination with the Contractor and exclusively receive case management services through the HUD-VASH team. VA reserves the right to review and revise all metrics and measures throughout the term of a contract to ensure the objectives are met to the highest degree.
