Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service, Program Analysis Branch (PAB) under the Office of the NESDIS Chief Financial Officer (CFO), intends to award on a sole source basis under the authority of FAR 13.106-1(b) to SEER for Space software (Galorath), 222 N Pacific Coast Hwy, Suite 1700, El Segundo, CA 90245.� SEER for Space software (Galorath), Inc is the original Custom software designer, developer and manufacturer of the SEER suite of cost estimation products and services, including the SEER for Space software product. NOAA/NESDIS/Program Analysis Branch (PAB) under the Office of the Chief Financial Officer (CFO) requires a parametric cost model that is comprehensive in the collection of space missions and credible with the data source.� PAB has identified such a cost estimating model in SEER for Space. A great need to develop more capable cost estimating tools was identified in 2008 and NOAA�s need for better cost modeling was a must. The tool identified for parametric cost estimating was SEER and due to the dependency on this model and the concern of keeping the most recent version and technology up to date.� NOAA is keeping up with technology.� It also allows NOAA cost estimators to move from one cost estimating job to another and still be familiar with the standard tool utilized�in the cost estimator�s tool and ensures cost capability. The Period of Performance (POP) is for a 12-month base period. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Interested parties may identify their interest and capability to respond to the requirements or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers.� However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to David Rivera, Contracting Specialist at David.Rivera@noaa.gov by Tuesday, December 8, 2021 no later than 5:00pm ET. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 511210.
