Page 2 of 2 The Department of Veterans Affairs, James J. Peters Veterans Affairs Medical Center (VISN 2 Downstate), intends to award a short term, interim, sole-source, firm-fixed-price FSS Delivery Order (FSS-DO) to Siemens Healthcare Diagnostics, Inc., FSS Contract # V797D-30175, in accordance with FAR Subpart 8.405-6. The FSS-DO will be effective January 1, 2022 through March 30, 2022, with an option to extend services for up to 6-months. The acquisition sought is an interim FSS-DO that will cover 3 months of reagents, consumables, supplies needed to produce a cost-per-reportable result (CPRR) and for the continued usage of contractor-owned equipment currently on-site at VISN 2 Downstate Medical Centers, VA New York Harbor Healthcare System, Brooklyn and Manhattan Campuses. VA personnel utilize the equipment and reagents to perform Chemistry/Special Chemistry including Drug of Abuse (DOA) and Therapeutic Drugs Monitoring (TDM) testing. The NAICS is 334516 with a small business size standard of 1,000 employees. The current FSS-DO with Siemens Healthcare Diagnostics, Inc. will expire on December 31, 2021. This interim FSS-DO is required to continue to provide testing until the equipment included in the new, long-term FSS-BPA, which was awarded in 2018, is fully implemented and functional. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received no later than COB December 3, 2021 will be considered for the purposes of determining sources for future procurements. The Government will not pay for information submitted. Any information submitted in response to this notice of intent is strictly voluntary. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
