Description
The Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program Office (PMA-226), Contracted Air Services (CAS) is posting this Request For Information (RFI) to determine acquisition strategy for satisfying this requirement according to the attached requirements. The RASS program provides contractor owned and operated aircraft to support airborne maritime surveillance of U.S. Government airspace to ensure that Department of Defense (DoD) ranges are cleared to support subsurface, surface, and air testing with a number of multi-service projects for the Research, Development, Test and Evaluation (RDT&E) community and fleet training exercises, at the Pacific Missile Range Facility (PMRF).� This posting is not related to any other previous postings related to CAS range clearing services such as the Airborne Maritime Surveillance Service (ARSS), Airborne Maritime Surveillance (AMS) or Fixed Wing Airborne Range Services (FWARS). �The responses to the RFI will be used to assist the Government in determining budget requirements and constraints and Industry�s interest in the requirement. STATEMENT OF INTEREST AND CAPABILITIES PACKAGE: Interested Parties may identify their interest and capabilities in response to this RFI. Submission requirements are detailed below. The Performance Requirements attached to this RFI is for interested parties to use in the development of their capabilities statement package. If there are any questions about the Performance Requirements or areas that may need further clarification, please identify those in the response.� All data received in response to this RFI, marked or designated as corporate or proprietary, will be protected from release outside the Government. Information and materials submitted in response to this request will not be returned. Classified material shall not be submitted. Interested parties should submit a brief capabilities statement package (no more than ten (10) one-sided, 8.5x11 inch pages, Times New Roman font of not less than 10 point) demonstrating their eligibility to perform each of the services listed in the attached Performance Requirements to the contracting office. Documentation should be in bullet format. All responses must be sufficient to permit agency analysis to determine capability to meet timeline of this requirement. This documentation must address, at a minimum, the following items: Company Name, Address and Points of Contact including name, telephone number, fax number, and email address. Company Business Size as registered under NAICS 481219 in the Systems of Acquisition (SAM), CAGE code, DUNS Number, and mailing address. Corporate Experience: Prior/current corporate experience performing efforts of similar size and scope, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact with current telephone number, a brief description of how the contract referenced relates to the requirements described herein. Company Profile: Office location(s), annual revenue history, include number of employees, statement indicating business size and, if company is small, small disadvantaged business (SDB), Woman-Owned Small Business (WOSB), Veteran-Owned Small Business (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), HUBZone Small Business (HUBZone), or 8 (a) business.� This requirement is being procured under the Product Service Code (PSC) V121. The applicable North American Industry Classification System (NAICS) code is 481219 and the size standard is $15.0M. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. Capabilities:� This information will be used to determine if there are sources capable of satisfying the agency�s requirements.� Include related assumptions, issues, and risks associated with the following. Aircraft: Identify the aircraft currently available by tail number and type capable of performing as of June 2023 and meeting RASS requirements outlined in the Performance Requirements for RS&C services.�What quantity of aircraft would you propose to meet the Performance Requirements? Identify the radar that will be installed to perform these services.� Provide supporting documentation that this radar meets the Performance Requirements.� What are the procurement costs of the radar?� What quantity of radars would you purchase? RS&C: Does the proposed RS&C aircraft possess a certification that the proposed radar and aircraft combination meets this type of range clearing requirement? Provide final range test report stating aircraft performance and required range clearing equipment, meet the Performance Requirements. US Navy airworthiness certifications (civil or public): Does the proposed aircraft possess current US Navy airworthiness Civil Aircraft Operations (CAO) or Public Aircraft Operations (PAO) Assessment for this type of range clearing requirement? Provide current copies of the US Navy airworthiness assessments. Interim Flight Clearance (IFC): Do the proposed aircraft possess current IFC, if required, for this type of range clearing requirement? Provide current copies of the US Navy IFC. Security: Do you currently possess a �Secret� Facility Clearance and �Secret� Safeguarding capability? DD Form 254 Contract Security Classification Specification will apply to this requirement and the prime contractor shall have or demonstrate ability to obtain a �Secret� Facility Clearance and �Secret� Safeguarding capability.� Cost Drivers:� Guarantee of 200 FHs per year.� Incorporate all of the Stand up costs into the first 200 FH for the first year. With a guarantee of 200 flight hours that includes all of the stand up costs to perform this mission, what is your proposed cost per flight hour estimate?� Please provide details of what costs are inclusive within this FH rate.� This FH rate will need to include all of the stand up costs and 200 flight hours for the first year ordering period.� Include related assumptions, issues, and risks. With a guarantee of 200 flight hours that does not include stand up costs to perform this mission, what is your proposed cost per flight hour estimate for one year?� Include related assumptions, issues, and risks. What is your forecast related to staffing level for both flight crew and maintenance personnel? What are the cost drivers? What technical risks do you anticipate? This RFI is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. Respondent costs in response to this RFI are not an allowable direct charge to the Government; therefore, NAVAIR will not assume liability for any costs incurred for preparation of responses to this RFI.
