N0016422SNB17 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � IMPULSE EXPLOSIVE � FSC 1375 - NAICS 325920 - Issued Date: NOV 23 2021 - Closing Date: JAN 21 2022 MARKET SURVEY � REQUEST FOR INFORMATION: This is a request for information (RFI) as part of a market survey for an �Impulse Explosive�.� The system or formulation is envisioned as an explosive material that �shoves� or �buckles� light-steel targets without perforation.�� System capabilities, with associated threshold and objective requirements, are provided in the attached tables.� Key performance parameters (KPPs) and key system attributes (KSAs) are annotated.� In general terms, the desire is for a sheet-like explosive material that breaches light gauge steel doors without perforating them.� The current capability is generally associated with Explosive Sheet (Detasheet / Primasheet�[1]) which perforates these targets unless it is manipulated with inert materials and / or distance (standoff).� Responses can consist of either existing or conceptual materials.� Developmental efforts at the Technology Readiness Level (TRL) 3 or more mature can be considered.� The government is interested in information on developmental or mature systems.� The information should include performance data or projections relative to the KPPs / KSAs in the attached tables.� Existing systems should have shipping (hazardous materials) authorizations already in place.� Performance is focused on the ability of the material to buckle and open an 18-gauge steel door without producing fragments and minimizing net explosive weight (NEW).� Opening is defined as eliminating the door as an obstacle to entry.� This shall be accomplished with minimal creation of hazards behind the door.� This are generally considered �injurious / hazardous� fragments within close range of the door.� Ideally, this means the internal surface of the door is not ruptured.� The explosive sheet form-factor is not required.� However, preference is for systems that can be capable of user-tailoring to area.� The material must be compatible with hand-emplaced munitions best practices and capable of passing DoD Final Type Qualification (FTQ) requirements.� Desired explosive sensitivity is similar to the requirements of MIL-PRF-46676B.� Any required inert materials shall be built into the charge.� Organizations having access to demonstrated research and prototyping capabilities in this area are invited to submit literature, which describes the general approach, previous related work, and an estimate of overall costs and schedule (rough order of magnitude) in the form of a White Paper.� Testing requirements are provided as a reference to ultimate system expectations.� If testing is associated with a developmental cost and schedule estimate, please clearly identify.� Also, if a system has a demonstrated ability to withstand environmental testing, please clearly state. The White Paper should include estimated or known performance relative to the capabilities stated above along with additional information about the form factor, construction materials and energetic compositions.� Information should also include full system descriptions and maturity information.� The Government will review the responses and assess the overall information provided. Interested organizations should respond by providing the following information as relevant or available; point of contact, address, telephone and fax numbers, email address, duns number, cage code and or tax ID number, announcement number (N0016419SNB54) as well as size category (large, small, small disadvantaged, etc) a brief summary of capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Optionally, please provide any supporting information such as commercial literature, catalogues, manuals, etc. This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware.� Potential sources should also provide any test results on the item(s) if applicable.� Submissions may be sent by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. Contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov. White Papers responses to this request are due by 21 January 2022.� At the current time, NO FUNDING IS AVAILABLE for contractual efforts.� This RFI does not constitute an Invitation for Bids (IFB), Request for Proposal (RFP) or a Request for Quote (RFQ) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
