- THIS IS A SPECIAL NOTICE ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government seeks feedback from industry on our planned approach and invites qualified design/build contractors to schedule a feedback session via the information below.� The U.S. General Services Administration (GSA), Public Buildings Service, Southeast Sunbelt Region intends to construct a new United States Courthouse in Ft Lauderdale, Florida.� GSA is presently completing a Bridging Design package with a Bridging Architect and intends to procure the construction of the Courthouse early in calendar year 2022 via the design/build delivery method.� The new United States Courthouse will measure approximately 252,000 gross square feet, including 50 inside secured parking spaces, and will support the United States District Court, Southern District of Florida. The courthouse will also support the United States Court of Appeal,� United States Bankruptcy Court, United States Marshals Service, United States Attorney�s Office, United States Probation Office, and the General Services Administration.� GSA intends to procure the design/build contract via the 2 phase Design/Build process outlined in FAR 36.3. We anticipate the phase 1 Request for Qualifications to be issued on sam.gov in early January 2022, phase 2 RFP to shortlisted firms in March of 2022, and contract award in June of 2022. GSA seeks industry feedback on the following: 1. GSA is considering the inclusion of a stipend for unsuccessful offerors that complete Phase 2 and seeks industry feedback on the appropriate stipend amount. 2. GSA is considering including a stated budget ceiling amount in the Design/Build solicitation and requesting that offerors provide solutions that can be achieved within this amount,� based on the bridging design,� that represent the best value to the Government. For example, potential solicitation language may include the following� �In accordance with FAR 36.204, Disclosure of the magnitude of construction projects, the range for this project is $137M to $147M. The Government intends to fully utilize available budget of $147M to design and construct the new U.S. Courthouse in Ft Lauderdale.� It is not the Government�s desire to minimize the budget amount at the expense of either quality, performance, or schedule.�� and seeks industry feedback on this approach.� 3. GSA is considering including an option in the Design/Build solicitation for the Design/Build contractor to provide Facility Operations & Maintenance of the Courthouse, commonly referred to as a DBOM (Design Build Operate & Maintain) upon completion of the construction for between 1 and 5 years after substantial completion and requests industry feedback on this approach. This would be funded separately from the design/construction of the facility.� 4. GSA anticipates providing 2 months for shortlisted firms to respond to the phase 2 RFP and requests industry feedback on this timeframe. 5. GSA seeks industry feedback on the type and extent of professional services and studies that short listed firms might complete during the phase 2 response that would assist them in putting together the most complete phase 2 proposal. 6. GSA seeks any other industry feedback or ideas that industry feels will assist GSA in achieving the best value for the taxpayer in the design & construction of the new U.S. Courthouse in Ft Lauderdale, Florida under current market conditions.� Rather than requesting written responses, GSA invites qualified design/build prime contractors with a sufficient bonding capacity to schedule a virtual feedback session with the GSA project team by completing the following google form https://forms.gle/VKVuGtJPKNjroECaA� (may need to copy and paste the URL into your web browser).
