- Joint C-sUAS Office (JCO) C-sUAS as a Service (CaaS) Demonstration Sources Sought Amendment 1 The Joint Counter-small Unmanned Aircraft System (C-sUAS) Office (JCO) is seeking sources and information in order to identify industry interest and capability to provide C-sUAS as a Service (CaaS) to inform the DoD C-sUAS Joint community in response to the emerging UAS threats and appointment of the JCO and Executive Agent responsible for C-sUAS. This whitepaper informs a down select for the JCO April 2022 CaaS Demo event and business model evaluation for a shared understanding across the Department of Defense of the CaaS state of industry. CaaS is defined as a Contractor Owned Government Operated (COGO) provider for C-sUAS detect, Identification and Defeat protecting a fixed location. This prototype would include prototype technology, prototype processes, and prototype plans. A CaaS agreement offers a C-sUAS capability as an annual fee with multiple configurations. The JCO will be evaluating both the CaaS ability to protect key locations over three days, per vendor, a capabilities and limitations evaluation, and evaluation of the proposed business model to understand the CaaS total cost of ownership for DoD customers.� Respondents� cost structure will reflect a base year with up to four option years, and a period of performance (PoP) based model for 1/2/3/4 and 5-year PoPs respectively.� The reduction of uniformed service members needed to perform C-sUAS missions will also be evaluated.� The evaluation will review both the solution�s performance capability and the multiyear business model. The scenario for both the demonstration of capability and the multiyear business model must reflect a full C-sUAS kill chain (Detect, Track, Identify, Defeat) capability provided to the customer. During the contract the CaaS provider must include the capability to deliver CaaS equipment, install the equipment, train operators and maintain the C-sUAS equipment during the life of the contract. For our evaluation process, we will identify a one-mile-wide and two-mile-long fixed location with a command center, strategic assets and Service Member housing that require CaaS protection from small UAS threats. This is a competitive solicitation seeking whitepapers for innovative technologies that accelerate attainment of critical technologies.� This solicitation may result in the award of contracts or prototype projects, which include not only commercially available technologies fueled by commercial or strategic investment, but also concept demonstrations, pilots, and agile development activities that can incrementally improve commercial technologies, existing government-owned capabilities, or concepts for defense application.� Both large and small businesses, as well as academic institutions, are encouraged to respond.� The information provided may be used by the Department of Defense (DoD) in developing its acquisition strategy, statement of work/performance work statements, and/or statement of objectives.� Interested parties are responsible to adequately mark proprietary, restricted or competition sensitive information contained in their response accordingly.� The government will not reimburse respondents for any cost associated with the submission of the information being requested or reimburse expenses incurred to the interested parties for responses. To ensure the most capable equipment is provided to the Operational Forces, JCO intends to conduct a competitive demonstration as part of evolution for industry onramps. The demonstration is projected to take place during April 2022. Anticipate that, in conjunction with a paper proposal, a bid sample of one complete set of equipment will be required as a part of the vendor�s response submission. Competition Process, Content/Submission Requirements, and Evaluation Criteria: The whitepapers shall be limited to no more than 15 one-sided pages. Submissions shall be capable of being printed on 8.5 x 11-inch paper with one-inch margin (top, bottom, left and right) and a 12-point Arial or Times New Roman font. Line spacing shall be set at no less than single space. Tables, drawings and header/footer information shall be 10-point Arial font or larger. For tables and drawings, landscape orientation is permitted. Microsoft Office Professional 2013 and PowerPoint 2013 or later shall be used to create the files. All graphics shall be compatible with MS PowerPoint 2013. If any of the material provided contains proprietary or classified information, please mark appropriately and identify disposition instructions (submitted data will not be returned). Responses should include, but are not limited to the following: a.) Capabilities statement: An overview of your CaaS capabilities and limitations in reference to your CaaS offering. Detect, Identify, Defeat, Train and Maintain capabilities as well as integration with DoD systems and networks. b.) Recommendations: Based on your system�s capabilities outlined in a.) above, and your company�s understanding of the operating environment, provide any additional recommended capability requirements and performance thresholds. Please highlight unique capabilities that make your product stand out. This information will help bound the art of the possible for the effort in the timeframe we have available. c.) Test, Test Support and Rough Order of Magnitude Cost Estimation: Assume 5 days� duration and manpower needed to operate and support/maintain systems during the test. Additionally, the government needs to understand the cost in providing the service. To help analyze costs associated with CaaS we request a separate ROM for the cost of providing CaaS at the provided test site as an attachment to your white paper. Respondents� shall provide multiple simulated cost structures indicated below. Costs shall be as complete as possible with a general Statement of Objectives (SOO) to provide CaaS for UAS Groups 1-3 with the assumption of no logistical sustainment support from the US Government. �1.) Base plus four option years �2.) 1 Year PoP �3.) 2 Years PoP �4.) 3 Years PoP �5.) 4 Years PoP �6.) 5 Years PoP * ROM will not be included in the white paper 15-page limitation; however, it is requested that the ROM be limited to no more than 10 pages submitted in excel format. d.) Installation Requirements:� Provide a narrative on the installation requirements for the C-sUAS capability and identify requirements that will be contractor provided or if support is required from the US Government. e) Production Capability: Provide a narrative on your company�s ability, including time required, to ramp up, produce, and provide CaaS to a simulated base of approximately 10 Miles x 20 Miles with 15 critical facilities and an airfield.� f.) Interoperability with FAADC2: Please address the level of effort required to integrate your system into FAADC2 to include required data, time and estimated cost. g.) Company History: A one-page history to include previous major products and primary customer base. h.) Past Experience Information: List your company's experience within the last five years for work of a similar size, type, and complexity as described above. Include the following information: Contract number, type of contract, dollar value of contract, Government Point of Contact with knowledge of performance (POC must be current and reachable). i.) Company Information to include: Name, Mailing Address, and CAGE Code (if available) �� Technical and Business Points of Contact to include Telephone Numbers and Email Addresses �� Indicate whether your company is a Large Business, Small Business, or Academic Institution �� Indicate whether your company is a non-traditional defense contractor (*see definition below) Foreign ownership, either directly or indirectly. If so, country of origin and whether the company partially or fully foreign owned. �� If your company's proposed approach has been proposed to or previously funded by any federal agency, please identify each specific agency and all applicable contract/agreement numbers *Non-traditional defense contractor is defined in 10 U.S.C. � 2302(9) as an entity that is not currently performing and has not performed, for at least the one-year period preceding this RFWP, any contract or subcontract for the Department of Defense that is subject to full coverage under the cost accounting standards prescribed pursuant to section 1502 of title 41 and the regulations implementing such section. White paper submissions must be submitted no later than 12:00ET on Monday, 29 Nov 2021 and the ROM must be submitted no later than 12:00ET on Tuesday, 07 Dec 2021 via email to James Bedsole at james.e.bedsole.civ@army.mil. All submissions shall be clearly marked ""Whitepapers for CaaS.""� Only UNCLASSIFIED white papers will be accepted.� There is no limit on the number of white papers that interested companies may submit in response to this announcement.� Attendance at Industry Day on 16 November is highly recommended to address questions and focus responses (see information at the end of this announcement). The Government does not intend to publish any additional questions or comments received as a result of this announcement.� Telephone inquiries regarding this solicitation will not be accepted. Phase 1 (Whitepapers): The whitepapers will be read by technical subject matter experts and evaluated on C-sUAS capability and business model.� Each whitepaper will be evaluated based on the merit, relevance, and cost as it relates to the evaluation factors stated herein rather than against other whitepapers.� The Government may also elect to use external market research in the evaluation. Whitepapers submitted in response to this RFWP will be evaluated in order to determine the capabilities of greatest interest to the DoD using the criteria listed below (in descending order of importance): The overall scientific and/or technical merits of the capability Capabilities and cost effectiveness to deny, defeat, or destroy Group 1/ 2 and 3 UAS Ease of install, test and portability Cost: Whether the proposed cost or price is realistic and affordable for the proposed technical approach to the extent appropriate Upon evaluation of a whitepaper, the Government may invite a company into Phase 2 (Oral Presentation). In Phase 2, up to approximately 10 companies may be invited to present and further discuss their proposed concept, technology, and solution. During Phase 2, the Government may request and/or provide additional information to the Company. Phase 2 (Presentations): If selected for Phase 2, companies will then have an opportunity to present their project/idea to the JCO's subject matter expert panel consisting of representation across the JCO and Joint community of C-sUAS interest. Presentations will be limited to 40 minutes in length (firm). Individual presentations will be evaluated against the evaluation criteria below and not against other presentations. Upon completion of evaluations, the Government will notify companies if they have been selected to demonstrate their product; or if their proposed concept/technology/solution is not selectable or eligible to be selected later. Oral Presentations shall be evaluated on the following factors: Technical Merit of solution adequately addresses the technology area of interest and feasibility ���� Evaluation of company viability and viability of business solution ���� Company�s approach is unique/novel, underutilized and/or innovative to government application ���� The rough order of magnitude (ROM) price ���� The notional schedule ���� The potential impact of data rights assertions. Phase 3 (Demonstration): If selected following the presentations, companies will be invited to provide a demonstration of their selected product.� Range personnel will operate the target and test environment while companies will operate their own equipment.� All selected companies will be responsible for all costs associated with bringing their system to Yuma Proving Grounds, AZ (YPG).� The Government will also not be liable for any damages caused during the demonstrations, including but not limited to death, bodily injury, and property damage.� Selected companies are also responsible for submitting a DD Form 1494, Application for Equipment Frequency Allocation, by NLT 22 December 2021 in order to participate. Demonstrations shall be evaluated on the following factors: Technical Merit of solution adequately addresses government need and is feasible Evaluation of company viability and viability of business solution Company�s approach is unique/novel, underutilized and/or innovative to government application The rough order of magnitude (ROM) price The notional schedule The potential impact of data rights assertions Individual demonstrations will be evaluated against the evaluation criteria below and not against other demonstrations. Upon completion of evaluations, the Government will notify companies if they have been selected for possible award of a prototype Other Transaction Agreement (OTA) and request the submission of a full proposal; or if their proposed concept/technology/solution is not selectable or eligible to be selected later. Phase 4 (Prototype Proposal): Full proposals are by invitation only. Those companies whose whitepaper and oral presentation are evaluated to be of merit and are selected for potential award of a contract or prototype OTA may, subject to the availability of funding, be invited to submit a full written proposal as well as to negotiate appropriate terms and conditions governing the prototype project. Phase 5 (Basis for Award): Upon favorable evaluation and available funds, the Government may choose to make an award or multiple awards. Awards will be made to the companies whose offer is determined to provide the overall best value to the Government based on the criteria/preferences and availability of funds, this may not necessarily be the proposal offering the lowest cost/price or receiving the highest evaluated rating. Awards will be made using contracts or OTAs. The Agreements Officer will negotiate directly with the company on the terms and conditions of the OTA or contract, including payments, and will execute the OTA on behalf of the Government. Receipt of a Request for Prototype Proposal (RFPP) does not guarantee that a company will receive an award and the Government reserves the right, at any point prior to award of an OTA or contract, to cancel the RFPP. Please be advised, only an Agreements Officer has the authority to enter into, or modify, a binding agreement on behalf of the Government. Follow-on Production: Upon successful completion of a prototype project under the OTA, the Government and company may negotiate a follow-on production contract or agreement, without the need for further competition. Any concept/technology/solution successfully proven through the prototype OTA may be transitioned to production. Prototype OTAs awarded will include language providing for the potential award of a follow-on production contract or agreement as authorized under 10 U.S.C. 2371b(f). Prototype OTAs will explicitly identify follow-on production OTAs as a potential outcome of a successful prototyping effort. A transaction for a prototype project is complete upon the written determination of the appropriate approving official for the matter in question that efforts conducted under a Prototype OTA: (1) met the key technical goals of a project; (2) satisfied success metrics incorporated into the Prototype OT; or (3) accomplished a particularly favorable or unexpected result that justifies the transition to production. Furthermore, successful completion can occur prior to the conclusion of a prototype project to allow the government to transition any aspect of the prototype project determined to provide utility into production while other aspects of the prototype project have yet to be completed. Any Prototype OTA will contain a provision that sets forth the conditions under which that prototype agreement must be successfully completed. Non-Government Advisors: Non-Government advisors may be used in the evaluation of whitepapers and will have signed non-disclosure agreements (NDAs) with the Government. The Government understands that information provided in response to this RFWP is presented in confidence and may contain trade secret or commercial or financial information, and it agrees to protect such information from unauthorized disclosure to the maximum extent permitted or required by Law, to include: a. 18 USC 1905 (Trade Secrets Act) b. 18 USC 1831 et seq. (Economic Espionage Act) c. 5 USC 552(b)(4) (Freedom of Information Act) d. Executive Order 12600 (Pre-disclosure Notification Procedures for Confidential Commercial Information); and e. Any other statute, regulation, or requirement applicable to Government employees. The Government will also not be liable for any damages caused during the demonstrations, including but not limited to death, bodily injury, and property damage.
