Description
Defense Logistics Agency (DLA) Information Operations has a requirement to install equipment and provide recurring monthly telecommunication services that provides internet wi-fi and standard television at the Hart-Dole-Inouye Federal Center (HDIFC) in Battle Creek, Michigan. Please see attached PWS (Performance Work Statement) for more detail. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12, as supplemented with additional information included in this notice. �This is a 5 year contract: 1 year base with 4 option years. The solicitation is being issued using simplified acquisition procedures. The following clauses will be included into the award: FAR 52.212-4, Contract Terms and Conditions Commercial Item; Far 52.212-5, Contract Terms and Conditions required to implement statutes or Executive Orders Commercial items. Offeror must submit Representations and Certifications (FAR 52.212-3).� If an offeror has completed the annual representations and certificates electronically the offeror shall complete only paragraph (b) of this provision. Eastern Time. �Attention should be noted to FAR 52.212-1(f), concerning late submissions. �The offeror bears the risk of non- receipt of any email transmissions, and should ensure that all pages of the quote have been received by the designated office before the deadline indicated.��Email submissions by 5:00 pm one business day prior to the due date and time are encouraged to reduce the possibility of server or other cyber-related delays that may render your response as ineligible for consideration.�Quote and attached Bid Schedule should be filled out completely. The information located in FAR 52.212-3 (Offerors Representations and Certifications) must be current on SAM.gov at the time of quote submission. Any solicitation questions shall be submitted no later than December 2, 2021 at 12:00 PM Eastern Time. EVALUATION FOR AWARD FAR 52.212-2, Evaluation--Commercial Items (Oct 2014), applies to this acquisition. a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, under the Lowest Price Technically Acceptable (LPTA) evaluation process. The following factors shall be used to evaluate offers: i. Completed Representation and certifications: FAR 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment. ii. Price iii. Technical Acceptable Quotes clearly meets the minimum requirements of the solicitation & specifications provided. Unacceptable Quotes does not clearly meet the minimum requirements of the solicitation. The lowest priced quotes will be evaluated for technical acceptability. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the government will move to the next lowest quote, and so on until an award can be made to the lowest priced technically acceptable quote. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint. Offerors are further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
