- Page 3 of 3 This announcement is a Presolicitation Notice for 36C25522Q0001. For your awareness, a solicitation will be posted. Solicitation documents for this requirement are expected to be available on or about December 1, 2021 with a closing day for quotations on or about December 31, 2021. The VA Network Contracting Office 15 has been tasked to seek non-personal healthcare services for on-site radiological technologist services for the VA St. Louis Health Care System (VASTLHCS). Radiologic technologist services required are: Up to 3 Full time equivalent (FTE) Diagnostic Radiology Technologist (DRT) Up to 2 FTE Computer Tomography Technologist (CT) Up to 1 FTE Ultrasound Technologist (US) Up to 1 FTE Mammography Technologist (Mammo) Up to 2 FTE Magnetic Resonance Imaging Technologist (MRI) Up to .75 FTE Nuclear Medicine Technician (Nuc Med) Potential sources are responsible for the complete performance of the technical aspects of this requirement. The acquisition awarded is anticipated to be firm, fixed-price indefinite delivery indefinite quantity. The type of solicitation shall be competed with a tiered evaluation for Service-Disabled Veteran-Owned Business (SDVOSB) and small business set-aside. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requested. The duration of this requirement is for a base period (start and end dates to be determined) with four one-year option periods. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 561320. The Small Business Size Standard for this acquisition is $27.5M. Place of performance for VA St. Louis Health Care System: John Cochran Division, 915 N. Grand Blvd., St. Louis, MO 63106 Description of Services: The contractor shall provide non-personal health care services for on-site radiologic technologist services needed in accordance with the terms and conditions outlined herein to the VA St. Louis Health Care System (VASTLHCS). The VASTLHCS provides imaging services and has medical needs for such services. This acquisition will supplement VA in providing comprehensive imaging support to Veterans in need at the John Cochran Barracks, VA St. Louis Health Care System (VASTLHCS). Services required are PRN (as needed). It is VA s intention to achieve a pool of providers for each Radiologic Technologist category listed below. The pool of providers will be utilized in order to cover lapses in the schedule due to absences, illness, etc. The Contractor shall provide non-personal health care services for up to 3 full time equivalent (FTE) Diagnostic Radiology Technologist s (DRT), up to 2 FTE Computer Tomography Technologist s (CT), up to 1 FTE Ultrasound Technologist s (US), up to 1 FTE Mammography Technologist s (Mammo), up to 2 FTE Magnetic Resonance Imaging Technologist s (MRI), and up to .75 FTE Nuclear Medicine Technician s (Nuc Med) with appropriate training and experience to perform the requirements of this contract. A full-time equivalent employee is defined as a Contractor s employee working 80 hours per 2 week pay period. A Contractor s employee must be present at the VA Medical center facility and must actually be performing the required services for the period specified in the contract or the contract costs will be decreased accordingly during each billing cycle. The payment for any leave, including sick leave, vacation time, and authorized Federal holidays is the responsibility of the Contractor. Providers are not guaranteed a 40-hour work week or 8-hour workday. General Qualifications: Contractor shall provide personnel who are fully trained and completely competent to perform the required services covered by this contract. The qualifications of Contractor s personnel are subject to review by the Chief Radiology Administrator or his/her designee and the Chief of Radiology or his/her clinical designee. Contractor s Radiology Technologist (s) assigned by the Contractor to perform the services covered by this contract shall be American Registry of Radiologic Technology (ARRT) certified. All licenses held by the contractor s personnel working on this contract shall be full and unrestricted licenses. Contractor s Radiology Technologist (s) performing under this contract shall meet or exceed recognized national standards established by The Joint Commission (TJC) and have completed training from an accredited institution, and shall have received a certificate of completion of training in Radiologic Technology and have a current certification or registry in their respective sub-specialties. Contractor s Radiology Technologist (s) shall be technically proficient in the skills necessary to fulfill the government s requirements, including the ability to speak, understand, read, and write English fluently under authority of U.S.C. 7402(d) and 7407(d).
