Description

Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a modification to N00019-20-C-0031 to General Atomics Aeronautical Systems Poway, California, for production, test, and integration of SkyTower I Pods, as well as the procurement of additional required equipment necessary for the successful operation and support of up to three (3) MQ-9A Reapers and ground based components. NAVAIR intends to procure integration of the Marine Air Ground Task Force Agile Network Gateway Link (MANGL) hardware into GA-ASI�s proprietary MQ-9A specific payload pods known as SkyTower I.� The contract will include the following supplies: �SkyTower I Pods, Air Vehicle Installation Kits, Ground Control System (GCS) Installation Kits, Product Support Material/Ancillary Items, and Unmanned Aircraft System (UAS) Modifications for the MQ-9 Reaper Program. The contract action is one for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, ""Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" �GA is the sole designer, developer, and manufacturer of the SkyTower I Pods, and therefore, is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
