Description
The Naval Air Systems Command (NAVAIR) intends to issue a sole source delivery order under Basic Ordering Agreement N0001921G0012, to Bell Textron Inc. (BTI). The procurement includes a Life of Type (LOT) buy of specific components (listed below) that will be going or are already obsolete, and used in the manufacture and sustainment of the Remote Stores Control Unit (RSCU), as part of the AH-1Z and UH-1Y Structural Improvements and Electrical Power Upgrades (SIEPU) effort. The components to be procured include the Integrated Circuits Operational Amplifier (IC OP AMP), Field Effect Transistor (FET), and Integrated Circuits and Devices Programmable Logic Device (ICD PLD). This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), �Only one responsible source and no other supplies or services will satisfy agency requirements.� Bell Textron Inc. (Bell) is the original designer, developer, manufacturer, and system integrator of the AH-1Z and UH-1Y aircraft. Bell is the only known responsible source with the requisite knowledge, technical data, tooling and test equipment required to provide the supplies and services needed to meet the Government's requirements. Additionally, the Government does not currently own the technical data, nor possess the requisite license rights necessary to compete the efforts anticipated under this effort.
