Combined Synopsis/Solicitation Number: W912HQ-22-S-UFC-Inserter � Request for Proposals Title: USACE Finance Center (UFC) New Mail Inserter Machine Contracting Activity: US Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) Requiring Activity: USACE Finance Center (UFC) � Millington, TN Subject: Request for Proposal (RFP) � SAM Combined Synopsis/Solicitations � NAICS Code 333249 � Other Industrial Machinery Manufacturing, (size standard is 500 employees). Period of Performance (POP): Delivery of equipment will be 30 days after award. Shipping Address:�5700 Wasp Ave., Bldg. 787Millington, TN 38054 Description of Requirement: The U.S. Army Corps of Engineers (USACE) Finance Center (UFC) requires a new mail inserter machine to replace their current machine, the Hasler Inserter Base DS200.� The existing mail inserter base machine: (this machine is at end of life) Hasler Inserter Base Model# DS200� Serial# PAD8590 Equipment ID#MCC1558AA The requirements for the new mail inserter machine are as follows: Processing Capability of at least 30,000 envelopes per month Speed of at least 3,500 envelopes per hour 3 Total Feeders: 1 feeder holding 1000 sheets 1 feeder holding 500 sheets 1 manual feeder Ability to feed, fold, insert, and seal documents containing up to 8 pages Conveyer exit belt preferred; if a vertical stacker is proposed, explain how it can provide results comparable to a conveyer belt system. Touch screen monitor Ability to have technician on-site within 4 hours to service/repair the machine Service/Maintenance services to perform at least annual cleaning and servicing of Inserter Training availability to bring UFC employees up to speed on properly using the Inserter Additional Information: All mailings are placed in a #10, or similar, envelopes. The larger machine required is to ensure the speed and abilities for tax related mailings where UFC is sending out 15,000 to 20,000 documents in a 2-3-day window. The manual feeder is being used as the primary means of inserting checks. This method is used because the number of supporting documents mailed with the checks varies a great deal (some have 1 page, some have 5 pages, some have up to 8 pages which that have to manually fold and stuff). The process is to staple the support to the check and then send it through the manual feeder to be stuffed in the envelope UFC currently is not using barcode or OMR intelligence. In accordance with DOD policy with respect to GSA contracts/rates, if you have an�established GSA contract, you can use the GSA contract/rates if you would like, but you are not required to do so.� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 � Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, 2005-96, Effective: 13 January 2017. Proposal Submission Instructions:��� Point of Contract (POC): Questions and quotes shall be sent via E-mail to the POC for this requirement to Giuseppe G. Mirizzi at Giuseppe.G.Mirizzi@usace.army.mil. The Offeror is responsible for verifying receipt by the POC. Proposal Questions: Any questions regarding this combined synopsis/solicitation W912HQ-22-S-UFC-Inserter must be submitted to the Contract Specialist via email no later than 2�December 2021 at 5:00 PM Eastern Time in order to allow the Government time to review and respond accordingly. Questions received after the date and time specified above are not guaranteed to be answered prior to the solicitation closing date Proposal Due Date: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 5:00 PM Eastern Daylight Time (EDT), on Friday, 10 December 2021. Proposal Content and Format Instructions: Quotes shall be provided in two separate volumes (technical and price) and shall be clearly and concisely written as well as being indexed and logically assembled. The Offeror shall quote in accordance with the terms and conditions of their base GSA contract. The Offeror�s technical quote shall contain the following: Technical Approach: The Offeror shall submit a written technical approach which effectively demonstrates the ability of the Offeror�s equipment to meet UFC�s needs. Consideration will be given to the tiers of Small Businesses (e.g., 8(a), HUBZone Small Business, service-disabled veteran-owned Small Business, Small Business) before evaluating offers from other than Small Business concerns. The basis of award will be the lowest evaluated technically acceptable price of responsible offers (meaning capable of meeting the base needs of UFC, outline above) from Small Business concerns. This requirement is under the SAT:� hence, Small Businesses can be distributors, vice manufacturers. Should no responsive, technically acceptable offer be submitted by a Small Business concern, the basis of award will then be the lowest evaluated technically acceptable price of a responsible offeror that is other than a small business concern. Offerors are required to be actively registered with the System for Award Management (SAM) at www.sam.gov prior to award IAW FAR 52. Offerors are highly encouraged to download and review all attachments to this solicitation prior to submitting an offer.
