Description
PURPOSE OF THE ANNOUNCEMENT: This announcement constitutes a Pre-Solicitation Notice of a proposed contract action pursuant to FAR 5.204.� This is NOT a Solicitation.� No response is requested at this time. A formal Solicitation will follow this Pre-Solicitation Notice with full details, including a response deadline, the complete price proposal schedule, the construction plans & specifications, instructions to Offerors, and the evaluation factors/basis for award.� OFFERORS ARE RESPONSIBLE FOR MONITORING THIS WEBSITE FOR CHANGES TO THIS NOTICE AND THE FORMAL SOLICITATION ANNOUNCEMENT. CONTRACT TYPE: The planned Solicitation will result in a Firm-Fixed Price MATOC with a total capacity of $49M for DB or DBB construction activities in Greece and will include a target of seven (7) to ten (10) contractors in the MATOC pool. The contract will include a five-year base period + the potential for a six-month Option under FAR 52.217-8. DESCRIPTION: The U.S. Army Corps of Engineers Europe District (USACE NAU) intends to issue a Solicitation for a Firm-Fixed-Price (FFP) Indefinite-Delivery-Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) to provide Design-Build (DB) and Design-Bid-Build (DBB) construction requirements for new facilities and real property repair and maintenance in support of U.S. Defense Operations in Greece. The work may include, but is not limited to: general building renovation, vertical construction, anti-terrorism force protection of new and existing facilities, horizontal construction, and incidental work. The use of the MATOC will provide the Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize design effort and related overhead expenditures, as well as handle compressed schedules. The anticipated FFP IDIQ DB/DBB Greece MATOC will primarily address new construction, design-build, general building renovation, road and pavement repair, utility work to include water, sewer, electrical and gas and general environmental work including, but not limited to, incidental minor construction, excavation, plumbing, demolition, electrical, structural, mechanical, concrete work, and environmental remedial work. Project work may also include Force Protection type projects and Design Build projects for various construction type projects servicing the U.S. Forces and/or Facilities throughout�Greece. This planned Solicitation will cover the geographical area of Greece, which includes all U. S. Government Facilities throughout Greece. PLANNED SOLICITATION: The formal Solicitation is expected to occur in Mid-December 2021.� PRE-PROPOSAL CONFERENCE: A Pre-Proposal Conference is tentatively scheduled for Mid-January 2022 (dates being contemplated by the U.S. government are 12, 13, or 14 January 2022) in Volos, Greece; final date, time, and location of the Pre-Proposal Conference is currently TO BE DETERMINED (TBD). The final date/time/location of the Pre-Proposal Conference will be announced via the formal Solicitation which is anticipated to be published on SAM.gov in Mid-December 2021. The city of Volos, Greece in strategically located near the Stefanovikeio Army Air Base, Greece, where many future U.S. projects are planned.
