Description

Contract was awarded on a Sole Source Basis to the OEM for the Navy's AQ-2-1122 UOSC.� Rationle is in the attached J&A to this Notice The Ultrasonic Oxygen Cleaning System (UOCS) requires cleaning tub replacements for the Navy�s fleet of 32 shore based UOCS units. The UOCS Engineering Change Proposal (ECP) integrates the current state of the art technologies designed to replace the existing cleaning tub. The replacements will be physically and electrically compatible with the Navy�s 2016 filter/pump assembly upgrade (SEC 6041) and include up-to-date operational/maintenance manuals. These units are needed as soon as possible, however the planned delivery is 8 months after delivery of contract. The current shore-based UOCS cleaning tubs were designed by Blackstone-NEY to meet Navy oxygen cleaning requirements for specific cryogenic components. This cleaning is essential for fleet safety, preventing potentially catastrophic explosions caused by particle contamination in cryogenic equipment. The Acquisition Method Code assigned for the Blackstone-NEY UOCS is 3H, it is impossible to replace and update the cleaning tubs to Navy UOCSs without contracting with the Original Equipment Manufacturer, Blackstone-NEY.
