Description
11/29/2021: Deadline for responses extended to 12/10/21.� This is a Draft Request for Proposal (RFP) as defined in FAR 15.201(c). The Navy is providing industry an opportunity to review, consider, question and comment regarding�industry's capabilities and related experience in providing Ship Self Defense System (SSDS) Combat System (CS) Ship Integration and Test (SI&T) for Nimitz and Ford-class Aircraft Carriers and Large Deck Amphibious Ships, including Landing Helicopter Assault Ships (LHAs), Amphibious Assault Ships (LHDs), Amphibious Transport Dock Ships (LPDs), and Dock Landing Ships (LSDs). This is a planned competitive solicitation procurement for performance period of seven�(7) years if all Options are exercised (one (1) Base�year and six (6) Option years). The NAICS code applicable to this Draft RFP�is 334 -- Computer and Electronic Product Manufacturing/334511 -- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.� The Naval Sea Systems Command (NAVSEA) intends to issue a full-and-open, competitive solicitation, pursuant to FAR Part 15 procedures, in the second quarter (Q2) of fiscal year 2022�(FY22) for FY23�through FY29�SSDS CS SI&T efforts.�This contract�will provide engineering support for the integration, testing, and sustainment of combat systems and support of Command, Control, Communications, Computers, Combat Systems, and Intelligence (C5I) equipment installations on New Construction and In-Service Aircraft Carriers and Amphibious Class ships.� The current SSDS scope of work supports legacy fielded SSDS systems, fielding and testing the remaining Technology Insertion (TI)-12H � Baseline 10 systems in FY23; completing development, testing, and installation of TI-16 � Baseline 12 and TI-16TR systems starting in FY23�and lasting through FY28; and starting development, testing, and installation of the new SSDS Computing Infrastructure systems, which will start being fielded in FY25 and will continue through the Period of Performance (PoP). The CS SI&T efforts includes: Providing program management, planning, and training; Development, assessment, modification, and update of CS Test Procedures, CS Master Test Plan, and CS Test Sequence Network; Development, review, assessment, modification, and update of CS Installation Control Drawings and CS Interface Control Drawings to include end-to-end CS Interface Control Drawings, and CS Space Arrangement drawings; CS Ship Integration and Test Planning; Waterfront Integration and Test of the CS and CS Support Equipment at the system and subsystem levels for all Aircraft Carriers and Large Deck Amphibious Ships; Providing support to Government Test Teams in conducting the CS Ship Test and Trials Program; and Engineering studies to include feasibility studies for CS improvements and provide life cycle In-Service Support of CS. The Government will provide�four�(4) attachments to this Draft RFP in addition to the contents of the bidder's library established via NSERC: Draft Sections B, C, F, and J Draft DD form 254 Security Specifications Draft J-02 GFI List� Draft CS SI&T CDRL Package Instructions: Companies interested in receiving access to the Draft RFP contents shall submit�a completed and previously approved Military Critical Technical Data Agreement (DD Form 2345) or a valid CAGE Code to the Contracting Officer and Contract Specialist listed below. (Draft RFP materials�are available to US-only companies.)�� Upon verification, companies will receive a Terms of Use Agreement (TOUA) to complete and return.� Upon submission of a properly�completed TOUA, companies will receive an electronic copy of the four attachments listed above�and also be granted access to the bidder's library established via NSERC. NOTE: interested companies will be required to have an NSERC account to gain access and view the bidder's library. The attachment to this special notice entitled, ""Requesting NSERC Account""�provides companies�the necessary steps to obtain an NSERC account. Please make the request for access as soon as practicable as it may take several days for the Government to review and approve access to the documents. Companies will need either a Public Key Infrastructure (PKI) Certificate or a Common Access Card (CAC) to complete the remaining steps to access NSERC. The Government will not sponsor industry partner CACs.� Industry partners who do not have a CAC will need to obtain a DoD Approved PKI Certificate.� Please use the following URL to obtain a DoD approved certificate:� http://iase.disa.mil/pki/eca/Pages/index.aspx. Unclassified questions and comments should be electronically submitted using the format provided in special notice attachment ""N0002422R5105 Draft RFP Question Submittal Form"" to the Contracting Officer and Contract Specialist listed below. Questions may be answered and incorporated into the final RFP�at the discretion of the Navy. Further, any questions or comments that are submitted may be publically released. Notes:�The bidder's library will be updated periodically. The Government will NOT issue updates to this notice every time the bidder's library is updated; therefore, it is highly recommend that interested companies periodically check NSERC for updates. NAVSEA will issue the formal solicitation associated with this notice electronically via SAM at https://sam.gov/ which is the official Government Portal of Entry. The Government will not provide printed copies of the solicitation. Interested firms should monitor�SAM for the release of the solicitation.
