- The Commander Fleet Readiness Center hereby gives notice of their intent to award a sole-source contract to Aurea Software, 401 Congress Ave. STE 2650, Austin, TX 78701. The Commander Fleet Readiness Centers (COMFRC) Digital Group Aviation Product Lifecycle Management (AvPLM) program intends to procure software licenses for Aurea to supports production, editing, conversion, maintenance, and publishing NAVAIR Technical Manuals supporting the Fleet, Fleet Readiness Center and other maintenance activities. QuickSilver Software exclusively provides the only product in industry capable of opening and modifying existing Interleaf (.idu) files. QuickSilver is a technical authoring solution, which enables users to assemble publications from a variety of text, graphic and database sources, including Microsoft Word, AutoCad, Microsoft Excel, and Oracle. QuickSilver enables users to create extensive documents in virtually any language through the use of Unicode authoring and publish those documents to multiple output formats (including XML, HTML, PDF and Postscript) as well as automatically delivering them as personalized content to BroadVision Portal.� Per the FAR 6.302-1(a) (2) (iii) (A), For DOD, NASA, and the Coast Guard, Services may be deemed to be available only from the original source in the case of follow on contracts for the continued provision of highly specialized services when It is likely that award to any other source would result in-(A) Substantial duplication of cost to the Government that is not expected to be recovered through competition ;or (B) Unacceptable delays in fulfilling the agency�s requirements (See 10.U.S.C.2304(d)(1)(B).) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within three (3) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
