Description
The 6th Contracting Squadron, MacDill AFB, Florida, intends to negotiate a sole source contract with Dominion Federal Corporation, 6718 Whittier Ave Ste 220, McLean, VA 22101 for the lease with option to purchase of: 71,272 Square Foot Temporary Modular Facility, to include maintenance of the facilities. Lease also includes preventative maintenance as specified in the manufacturer's instructions for building systems, response to systems outages to maintain 100% mission capable systems. The contract will result in a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the government. Any responses to this notice shall be submitted via email to Michael Bicio at michael.bicio.1@us.af.mil. Responses are due no later than 14 December 2021, 10:00 AM local time. (NAICS) code 531120. The following demonstrates that the contractor�s unique qualifications or the nature of the acquisition requires use of FAR 6.302-1: Dominion Federal currently owns the facility and provides all maintenance. The current contract is a lease of the facility that expires 31 March 2022. These facilities provide USCENTCOM with workspace for representatives from 50 different countries and supporting US personnel. Due to their substantial security, space, and functional requirements, the coalition staff cannot be absorbed into any existing USCENTCOM facilities, and MacDill AFB does not have the available base facility that could be repurposed for this use. Because Dominion Federal owns the facility, award to any other contractor is not feasible. The 6th Comptroller Squadron conducted a lease vs. purchase analysis for the facility (Attachment 2). The analysis concluded that while both leasing and purchasing were viable options, their recommendation was to purchase the facility outright due to the lower life-cycle costs of the purchase. The lease vs. buy analysis was approved by the 6th Air Refueling Wing Commander on 9 October 2020 and certified by HQ AMC/FMA and HQ AMC/A4O on 14 December 2020. Therefore, this acquisition is for continued performance of a highly specialized requirement. Due to the facility being highly specialized and the fact that it is owned by Dominion Federal, award to any other source would result in unacceptable delays and substantial duplication of costs. With regard to substantial duplication of costs, USCENTCOM considered leasing off-base commercial space, but due to cost, negotiation length, transportation costs, and distance from the USCENTCOM building, this option was deemed unacceptable and would jeopardize the JFT mission. An estimated [REDACTED] is expected for setup and demobilization. The duplication of cost is not expected to be recovered through competition. FAR Clause 52.207-5 ""Option to Purchase Equipment"" will be included in the Solicitation/Contract.
