- The Department of Homeland Security (DHS) Science & Technology Directorate (S&T) is announcing to industry and academia its solicitation of�white papers and full proposals under Broad Agency Announcement (BAA) 70RSAT21RB00000003. This BAA is contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2) and 35.016. S&T takes advantage of the BAA process to solicit innovative solution approaches to new and ongoing requirements, as DHS Components work to complete their missions.� This BAA addresses a requirement by the U.S. Coast Guard (USCG) to support search and rescue activities attendant upon a mass-casualty event at sea for�Lifesaving Devices for Mass Rescue Operations (MRO).� This Call requires the submission of white papers. White papers and full proposals shall be submitted through the S&T BAA Portal: https://oip.dhs.gov/baa/public/login-page. The solicitation will be available in the S&T BAA Portal no later than June 25, 2021. Questions�should be submitted no later than 2:00 PM on July 6, 2021 as detailed in the BAA Section 8.8. Responses to questions received during the MRO BAA Industry Session have been answered in an attachment to this solicitation.� 7/13/2021 Amendment- clarification added regarding white paper submissions.�DHS is not requiring mock-ups or scaled models for white paper submissions. 8/5/2021 Amendment - White Paper due date extension to August 12, 2021 at 2 PM Eastern. Please see the Amendment 2 attachment. 9/14/2021 - Please be advised that white papers are still in review. White paper submitters will be notified when the review is complete.� 10/14/2021 Amendment - proposal due date revised and the DHS S&T BAA portal address has been updated. Please see the Amendment 3 attachment. White paper submitters have been notified and instructed via email. As a reminder, no proposals may be submitted without a white paper submission.� 11/18/2021 Amendment - solicitation revised based on responses to questions received on proposal submission. Please see the Amendment 4 and Proposal Q and A attachments.� 11/30/2021 Amendment - proposal due date revised due to portal technical difficulties. Please see the Amendment 5 attachment.�
