- Amendment P0002 for the National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the NASA Financial Support Services (NFSS) acquisition has been released. The purpose of Amendment P0002 is to respond to RFP questions and comments in relation to the November 19, 2021 NFSS Amendment P0001 release. Responses to questions/comments are provided in Attachment A, Clarifications to All Prospective Offerors. Resulting changes to the RFP are provided Attachment B, Summary of Changes Between Amendment P0001 and Amendment P0002. As a result of this amendment, revisions to the solicitation have been provided as a separate/conformed solicitation file, with changes noted by a vertical line in the right column. In relation to Section L, Provision MSFC 52.205-90, Designated Point of Contact (NOV 2018), paragraph (b), the period for questions or comments relative to this acquisition has closed. �At this time, NASA�is no longer accepting additional questions or comments in relation to this solicitation or any of its amendments. The due date/time for submission of NFSS proposals remains unchanged. Offerors are responsible for downloading their own copy of the amended solicitation in its entirety. Furthermore, it also remains each offeror's responsibility to continue monitoring sam.gov for any future amendment(s) to this solicitation. As part of any resultant proposal submission, offerors shall acknowledge receipt of all solicitation amendment(s). ============================================================================== Amendment P0001 for the National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the NASA Financial Support Services (NFSS) acquisition has been released. The purpose of Amendment P0001 is to respond to RFP questions and comments in relation to the November 5, 2021 NFSS solicitation release, as well as update the Contracting Officer point of contact specific to this acquisition. Responses to questions/comments are provided in Attachment A, Clarifications to All Prospective Offerors. Resulting changes to the RFP are provided Attachment B, Summary of Changes Between Final Solicitation and Amendment P0001. As a result of this amendment, revisions to the solicitation have been provided as a separate/conformed solicitation file, with changes noted by a vertical line in the right column, to include a separate/updated Section L, Attachment L-1, Excel Pricing Model (EPM). In relation to Section L, Provision MSFC 52.205-90, Designated Point of Contact, paragraph (b), the period for questions or comments relative to this acquisition has already closed (i.e., questions and comments relative to this acquisition were previously due no later than 2:00 p.m., Central Time, November 10, 2021). At this time, the Government is no longer accepting new questions or comments in relation to this solicitation, as published on November 5, 2021. That notwithstanding, follow-up questions/comments in relation to this solicitation are conditionally permitted, provided they are limited to changes/new information provided herein via Amendment P0001. Submission of follow-up questions/comments specifically in relation changes/new information provided in Amendment P0001 shall be submitted, in writing via email, to the designated point of contact (in accordance with the aforementioned provision), no later than 12:00 p.m. Central Time, November 23, 2021. Any follow-up questions/comments delineated by these instructions, which are submitted no later than the aforementioned follow-up deadline, will be answered as a future amendment to this solicitation. The due date/time for submission of NFSS proposals remains unchanged. Offerors are responsible for downloading their own copy of the amended solicitation in its entirety. As part of any resultant proposal submission, offerors shall acknowledge receipt of all solicitation amendment(s). ============================================================================== The National Aeronautics and Space Administration (NASA) Request for Proposal (RFP) for the NASA Financial Support Services (NFSS) acquisition has been released. The principal purpose of NFSS is to provide financial support services and related services for multiple NASA Centers. The NFSS contractor will provide all necessary management, personnel, travel, and training (not otherwise provided by the Government) necessary to perform these services. The resulting contract will be performed at the following NASA Centers: Ames Research Center (ARC), Mountain View, CA; Armstrong Flight Research Center (AFRC), Edwards Air Force Base; CA, Glenn Research Center (GRC), Cleveland, OH; Johnson Space Center (JSC), Houston, TX; Kennedy Space Center (KSC), Merritt Island, FL; Marshall Space Flight Center (MSFC), Huntsville, AL; and Stennis Space Center (SSC), Bay St. Louis, MS. This contract may further support any NASA Centers' financial support services requirements as needed. NASA is soliciting offers utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items; in conjunction with FAR Part 15, Contracting by Negotiation, NASA FAR Supplement (NFS) 1812, Acquisition of Commercial Items, and NFS 1815, Contracting by Negotiation. The North American Industry Classification System (NAICS) code and its associated size standard is 541219 - Other Accounting Services and $22M, respectively. The NFSS acquisition is a total small business set-aside. All responsible small business sources may submit an offer which will be considered by the agency. This competition will result in a commercial services, single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract with firm-fixed-price (FFP) and cost-plus-fixed-fee (CPFF) task orders/work packages, with task orders/work packages subject to performance-based deductions. Offerors are encouraged to refer to FAR provision 52.212-1, Instructions to Offerors-Commercial Items, in particular paragraph (g), which discusses the Government's intent to award a contract without discussions. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. In accordance with NFS 1815.201(f), a ""Blackout Notice"" has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the NFSS acquisition's Contracting Officer. Accordingly, questions regarding this solicitation shall be submitted in writing, via email, to the Contracting Officer noted in MSFC provision 52.205-90, Designated Point of Contact. The due date for receipt of questions is 2:00 p.m., Central Time, November 10, 2021. Any questions submitted by this deadline will be answered as an amendment to the solicitation. The due date for receipt of proposals is 2:00 p.m., Central Time, December 17, 2021, in accordance with MSFC provision 52.215-91, Due Date for Receipt of Proposals or Quotations. NFS clause 1852.215-84, Ombudsman, is applicable.
