Description
The Government anticipates issuing an Invitation for Bid with the intent of awarding a Firm-Fixed Price construction contract for Sacramento River Erosion, Contract 1 Project Description: The scope of work for Sacramento River Erosion Contract 1 is 1,150 feet of erosion protection measures located above and below the average low flow water surface elevation. These measures include but are not limited to a 5-foot-thick lens of launchable Grade C quarry stone below the water surface, a 2.5-foot-thick lens of soil-rock mix and brush layering above the water surface to protect the bank from wave wash, and transitions to existing grade at the upstream and downstream ends of the site for both soil-rock mix and quarry stone measures. Additionally, planting benches will vary in width and allow for subsequent planting of native riparian species. Benches can either be submerged or placed above the water surface depending on the target riparian species, and desired habitat. Lastly, a series of In-Stream Woody Material will be placed below the planting bench to create in-stream cover for fisheries throughout the seasons and provide some degree of flow deflection along the bank. All work is required to be completed No Later Than (NLT) December 2022 with the levee reconstruction completed not later than 30 September 2022 In accordance with FARS 36.204(g) the estimated magnitude of construction is expected to be between $5,000,000 to $10,000,000. This prospective contract action will be conducted using NAICS Code is 237990 - Other Heavy and Civil Engineering Construction. The size standard is $39.5M.� Product Service Code is Y1LC - Construction of Tunnels and Subsurface Structures. The solicitation will proceed as a 100% small business set aside and must use contractors from the Pre-Qualified Sources List (PSL) for American River Common Features (ARCF) 2016 Sacramento River and American River Erosion Construction Contracts for the included features of work.� The solicitation is estimated to be issued on or about 14 December 2021 with bids due tentatively on 25 January 2022.�� The IFB will be issued on the Government Point of Entry known as www.sam.gov and will establish a firm bid due date/time. If applicable, the site visit date, time and location will be identified in the solicitation. BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE PRE-SOLICITATION, SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
