Description
Amendment 0003 is being posted directly to SAM.Gov due to system issues on the PIEE website.�� Amendment 0002 is being posted directly to SAM.Gov due to system issues on the PIEE website.� All other solicitation documents can be found in the link at the bottom of the description block.� Due to system issues, Amendment 0002 may appear in both the PIEE system and SAM system. Design and Repair to provide a long term repair to the fuel pier at Eareckson Air Station, Shemya Alaska which was damaged during a large storm in February 2020. Eareckson Air Station is located on Shemya Island, which is a logistically challenging, remote location at the western end of the Aleutian Island chain, approximately 1,500 air miles south west of Anchorage, Alaska and is routinely subject to high winds (excess of 80 mph) and generally inclement weather typical of the Aleutian Islands. Marine Mammal Observation protocols will be needed along with possible unexploded ordnance (UXO) clearing if a beach landing or anchoring is required during construction. Repairs should have a useful lifespan of 50 years and will include replacement/refurbishment of the existing fuel pier and armoring of the adjacent, western shoreline. The contract cost limitation for contract award is approximately $131 million. The resulting contract will be firm-fixed priced. The procurement will be conducted using two-phase source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror.
