- Description
- The U.S. Army Corps of Engineers (USACE), St. Paul, District is seeking interested and capable sources for the Baldhill Dam Ogee Spillway Concrete Repair Project.� Using USACE supplied plans and specifications, the contractor will accomplish the following summary Scope of Work at the Baldhill Dam in Valley City, North Dakota (Barnes County): Remove all delaminated and unsound concrete, to a removal depth of sound concrete, along the downstream ogee spillway surfaces of gate bay(s) 1, 2, and 3. By methods of chemical grouting, eliminate all paths of water penetration into the structural concrete matrix. Water appears to be leaking through the exposed horizontal construction joints along the upstream vertical face and is existing to the downstream concrete ogee surface. Underwater chemical grouting will be required by an experienced dive team. The Contractor will be required to submit a diving safety plan for approval, including certifications for all divers. Divers will be required to seal the exterior vertical surface of each horizontal joint. A bituminous soaked oakum rope will be tightly packed into the horizontal joints to prevent any leakage of the chemical grout. Divers will also be used to drill and inject the chemical grout into the horizontal joints along the upstream piers. The contractor will be required to safely mix and inject the chemical grout into the concrete spillway structure in accordance with the manufacturer�s recommendations and specified requirements. The contractor will be required to wear all personal protective equipment (PPE) when handling the chemical grout and cleaning materials in accordance with the Material Safety Data Sheets. In addition to the required PPE, the contractor�s on-site employees will be required to wear a Personal Monitoring Badge to measure the exposure of any chemical vapors released while on-site. Each personal badge will be collected and analyzed. ��Finally, a concrete overlay will be placed, within the previously removed areas, along the downstream spillway gate bay surfaces. Our intent is to issue a competitive solicitation in approximately March of 2022 for the award of one firm-fixed-price contract.� The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering Construction with a small business size standard of $39.5M.����� �������� The estimated magnitude of construction is between $500,000 and $1,000,000; the contract will require 100% performance and payment bonds.� Information submitted in response to this notice will be used in determining whether this acquisition, once issued, is set-aside for small business concerns or solicited as an unrestricted procurement (full and open competition) under the aforementioned NAICS. It is your firms� responsibility to provide adequately detailed information for the Government to determine, without doubt or further clarification, that your firm is capable of completing a project of this scope and complexity.� Failure to provide all 6 items detailed below may result in your firm not being considered interested and or capable of completing the above-mentioned project.�� A capability statement expressing your firm�s interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity.� Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel.� A statement or list of your firms current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement.� Include a brief description of each project scope, including schedule and dollar value.� A statement or list of your firms current or past performance similar to or the same as the summary scope of work and construction magnitude.� Include a point of contact name, phone number and email address.� A statement of your firm�s bonding capacity. A statement from your surety is not required. A statement of your firm�s business size and type with regards to the NAICS code listed above.�� If your firm falls into one of the socioeconomic subcategories, e.g., HUBZone or Service-Disabled Veteran-Owned etc., please provide that information as well.
