SOURCES SOUGHT NOTICE Construction Manager as Constructor CMc Services Gignoux Courthouse HVAC and Fire Alarm Replacement THIS IS A SOURCES SOUGHT NOTICE, AND NOT A REQUEST FOR PROPOSAL for Construction Manager as Constructor (CMc) Services for the Gignoux Courthouse HVAC and Fire Alarm Replacement Project. Responses shall be used for planning purposes only and shall not commit the GSA to issue a solicitation for this requirement. It is anticipated that a solicitation based on the outcome of this market survey will be published and that a subsequent contract from the solicitation will be awarded. A market survey is being conducted to determine if there are adequate Small Business, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned or Service-Disabled Veteran Owned Business CMc contractors for the project listed below. If it is determined that adequate competition exists, the GSA may set the requirement aside for competition among the selected group. All interested Small Businesses including, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned or Service-Disabled Veteran Owned contractors should respond to this office in writing by e-mail on or before due date listed below. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this market research. PROJECT DESCRIPTION The General Services Administration (GSA) intends to design and modernize the Heating, Ventilating, and Air Conditioning (HVAC) system and Fire Alarm system at an existing U.S. Courthouse.� The project site is 0.5 acres and is located at 156 Federal Street, Portland, Maine.� The 93,537 gross square foot historical building includes space for the U.S. District Courts, U.S. Marshals, and U.S. Attorneys.� The Gignoux Courthouse is a fully occupied facility.� All tenants are stable for the long term.� The Edward T. Gignoux U.S. Courthouse is a 3-story (plus basement) granite block structure that was designed in the Second Renaissance Revival style and was completed in 1911.� It is individually listed on the National Register of Historic Places and is considered a GSA Legacy property.� In 1932, an extension to the east side of the building was completed for occupancy by the U.S. Postal Service.� Since 1970, the U.S. District Court and court-related agencies have been the principal tenants of the building.� The historic features of the Gignoux Courthouse were restored as part of a modernization and expansion project completed in 1996. The Gignoux Courthouse was completely modernized in 1996 at a total cost of $12,500,000.� In addition to the construction of a new district courtroom, magistrate courtroom, and grand jury facility, the building�s HVAC & electrical systems were fully modernized.� Between 2012 and 2013 the entire exterior building envelope was restored � exterior masonry, roof systems, window glazing, minor interior repairs, sprinkler system, and below grade waterproofing work was performed. This project will upgrade the building�s HVAC system in order to improve occupant comfort, reduce building energy consumption, reduce overall system maintenance, comply with current codes and GSA standards, simplify building operations, and to extend the life of the system. Indoor Air Quality (IAQ) at occupied space should be monitored and maintained in compliance with the Operational Guidance on Indoor Air Quality (IAQ) Management throughout the entire construction phase. Project Scope includes: Relocate Basement Outside-Air Intakes (Work Item 1) Upgrade Air Handling Units and Distribution (Work Item 2A) Building Automation System Replacement (Work Item 3) Relocate Remote Radiator for Emergency Generator (Work Item 4) Rooftop Fall Protection Upgrades (Work Item 5) Smoke Control System Upgrades (Work Item 6) Heating Plant Upgrades (Work Item 7A) Remove Rooftop Condensing Units (Work Item 8) Remove Abandoned Domestic Water Entrance (Work Item 9) Replace Variable Air Volume Boxes (Work Item 10) Install Return Air Ductwork for HVAC-1 (Work Item 11) Replace Fan Coil Units (Work Item 12) Heating and Cooling System Modifications (Work Item 13) Improve MAU-1 Ductwork (Work Item 14) Replace Fire Sprinkler Piping (Incidental) Replace Existing Supply and Return Ductwork Replace Existing Fire Alarm System CMc Services Description The CMc contract will include two distinct phases: (1) Design Phase Services (base services) and, (2) Construction Phase Services (Optional Services). The CMc delivery method will allow full collaboration between the CMc contractor and the Architect-Engineer contractor throughout the design process.� Design phase services for the CMc will include, but are not limited to, review and become familiar with the scope of services under the A/E�s contract, especially the various standards, guidelines, policies, and documents that the A/E is required to follow in developing the design and construction documents.� This review and familiarization are vitally important during the Design Phase Services because the main tasks of the CMc Contractor during the Design Phase Services are to provide constructability and cost estimation reviews of the A/E�s design-related submissions.� At its core, the CMc Contractor will help to ensure that the design and construction documents will enable the Government to exercise the Guaranteed Maximum Price (GMP) Option at a price that is at or below the GMP. Subject to the exercise of the GMP option, the CMc shall provide all supervision, labor, materials, and equipment to provide all required construction services for the seismic upgrades, preservation of significant historical aspects, construction for backfill of tenant space, and modernization of building systems to create an efficient, and comfortable working environment.
