Description
This pre-solicitation notice is issued to alert industry of the anticipated Invitation for Bid (IFB) number 36C24222B0003 for Project Number 561A4-18-106 - the Repair of Steam and Condensate Lines at the VA New Jersey Healthcare Systems (NJHCS) Lyons Campus at 151 Knollcroft Road, Building 3, Lyons, NJ, 07939. No response is required to the pre-solicitation notice. This procurement shall be a 100% Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit a bid by the appointed date on the IFB, which will be considered by the agency. This project is classified under NAICS Code 236220 and has a size standard of $39.5 Million. The cost estimate range for this project is $1,000,000 and $5,000,000. Scope of Work: The Department of Veterans Affairs is seeking a responsible, general contractor to provide professional construction services inclusive of all labor, material, equipment, tools, and supervision necessary to complete the Repair of the Steam and Condensate Lines Project no. 561A4-18-106 at the VA NJ Healthcare System, Lyons, NJ Campus. All work shall be completed in accordance with the drawings and specifications to be provided. All work shall be completed in a professional manner using skilled labor. The work shall include but not limited to the following: 1. Modify existing steam manhole located outside building 5 2. Replace or modify existing sub pumps in steam manholes located around circle 1 as needed 3. Repair damaged steam and condensate lines 4. Remove and reroute existing steam and condensate lines that go over the tunnel, connecting buildings 5 and 6. 5. Replace any existing damaged expansion sleeves. 6. Modify or replace existing condensate pumps located in circle 1 as needed. 7. Replace piping and structural work at Building 6 where the piping goes over the tunnel walkway. Project Completion: The Period of Construction shall be 400 calendar days from the issuance of the official Notice to Proceed All other details and information shall be contained in the solicitation which shall be posted on www.beta.sam.gov. The solicitation will be released on or about December 1, 2021. The response submittal address, date and time will be included in the solicitation. This project requires bonding, and all responses/submissions shall be electronic; faxed or hand delivered bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
