Description
NASA Headquarters plans to award sole source modifications to increase the Estimated Cost plus Fixed Fee values for NASA Postdoctoral Program (NPP) Task Orders NNH15CO66T, NNH16CP57T, NNH16CP58T, NNH16CP59T, and 80HQTR20F0151.� These orders were�formerly issued under expired IDIQ NNH15CO48B. The scope of work under these task orders requires the contractor to provide the necessary materials, facilities, supplies, administrative support, programmatic support, and expertise necessary to promote and administer the NASA Postdoctoral Research Program (NPRP) and the NASA Postdoctoral Management Program (NPMP) so these organizations can provide unique research opportunities to highly talented US and non-US scientists to engage in ongoing NASA research projects at a NASA Center, NASA Headquarters, or at a NASA-affiliated research institute. The NPP Fellowship appointments are competitive and are designed to advance NASA�s missions in space science, earth science, aeronautics, space operations, exploration systems, and astrobiology. The selected NPP Fellows contribute to our national scientific exploration, confirm NASA's leadership in fundamental research, and complement the efforts of NASA's partners in the national science community.� NASA Headquarters intends to issue the modifications on a sole source basis to Universities Space Research Association (USRA) in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements�.� The continued support with the incumbent contractor allows the program�s expertise to provide uninterrupted critical support until the new contract start. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m., Eastern Standard Time, on December 14, 2021. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.� NASA Clause 1852.215-84, Ombudsman, is applicable.
