Description
This contract is being procured in accordance with the Selection of Architect Engineers Act, the provisions outlined in FAR Subpart 36.6 and the procedures provided in Engineer Pamphlet (EP) 715-1-17, section 3-16.� Architect-Engineers (A-E) will be selected for negotiations based on demonstrated competence and qualifications for the type of professional services required.� The U.S. Army Corps of Engineers, Huntington District, proposes to obtain the services for up to five Architect-Engineer (A-E) contracts for Geospatial Services, including surveying, mapping, and GIS which are required for various types of civil works projects assigned to Districts within the U.S. Army Corps of Engineers, Great Lakes and Ohio River Division geographical boundaries which include the Buffalo, Chicago, Detroit, Huntington, Louisville, Nashville and Pittsburgh Districts.� If work is required outside the Huntington District, wage rates will be furnished per task order.� Up to five indefinite delivery contracts will be negotiated and awarded with a one-year base period and four one-year option periods.� The overall contract amount will not exceed $35,000,000.00 over the life of the contract (shared capacity).� Work will be issued by negotiated firm-fixed price task orders. Task orders may be awarded between $2,500.00 and $5,000,000.00 in value.��� The contract is anticipated to be awarded in February 2022.� North American Industrial Classification System (NAICs) code is 541370, which has a size standard of $16,500,000.00 in average annual receipts.� This announcement is open to small businesses only.� To be considered eligible for set-aside procedures, firms must clearly indicate on their SF 330 appropriate certification as small business (self-certification). �Per FAR 52.219-14 Class Deviation 2021-O0008, Limitations on Subcontracting, for a contract or order assigned a North American Industry Classification System (NAICS) code for services (except construction), the concern will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities.� Any work that a similarly situated entity further subcontracts will count towards the concern�s 50 percent subcontract amount that cannot be exceeded. When a contract includes both services and supplies, the 50 percent limitation shall apply only to the service portion of the contract.� Quality Control Plans will be required at the time of award.� The wages and benefits of service employees (see FAR 22.10) performing under the resulting contract must be at least equal to those determined by the Department of Labor under the Service Contract Labor Standards, formerly the Service Contract Act, as determined relative to the employee�s office location (not the location of the work).� To be eligible for contract award, a firm must be registered in the System for Award Management (SAM) at the time of SF330 submissions.� Register via the SAM internet site at http://www.sam.gov.� Multiple contracts are being awarded under this synopsis, the most highly qualified firms will each receive a Request for Proposal to allow development and submission of a price proposal.� Task Orders will be awarded in accordance with the Selection of Architect Engineers Act guidance to ensure fair distribution of awards.
