Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and proposals are being requested. Requisition Number W912HZ-22-R-2690 is being issued as a request for proposal (RFP) with intent to award as a single contract. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2021-07. This requirement is for full and open competition under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of 22.0 mill. The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Processes Branch (EP-P) requires means to monitor how stressors and/or contaminants impact microbes, insects, birds, and mammals as well as the fate and transport of contaminants through the environment.� Determining the composition of environmental samples using x-ray fluorescence using handheld analyzers such as the XL5 and XL3t aids SSGT researchers in understanding the chemistry of how a contaminant interacts and moves through soils and sediments. This service contract should include return shipping, unlimited repairs using OEM parts, full-factory recalibration and certification, and a loaner instrument during any service for both the XL5 and XL3t (serial numbers X501475 and X501771) instruments.� Once contacted, the service contractor shall provide resolution (plans to repair the instrument and provide a loaner instrument) within 5 business days. Year 1 Task 1 - The service contract should include repair using OEM parts, return shipping, recalibration, and a loaner instrument during any service for both the XL5 and XL3t instruments during the contract period. Once contacted, the service contractor shall provide resolution within 5 business days. The service contractor shall successfully integrate and coordinate all activity needed to execute the service contract agreement. �The contractor shall manage the timeliness, completeness, and quality of problem identification. Period of Performance This contract is for a new service contract for the maintenance of the XL5 and XL3t instruments for a period of 12 months with option years for uninterrupted service. Option Year 2 Task 1 - The service contract should include repair using OEM parts, return shipping, recalibration, and a loaner instrument during any service for both the XL5 and XL3t instruments during the contract period. BASIS FOR AWARD The Government intends to award one contract to the responsible offeror whose quote is responsive to the solicitation and determined to be the best value and most advantageous to the Government. Each quote will be evaluated for technical capability, past performance, and price.
