STATEMENT OF DUTIES POSITION DESCRIPTION BACKGROUND USAID�s Office of Transition Initiatives (OTI) is seeking highly motivated, highly qualified individuals who want the opportunity to help support rapid international transition programs for priority conflict-prone countries. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically-transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief.� Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition.� OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations.� OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. For more information about OTI and its country programs please see:� https://www.usaid.gov/stabilization-and-transitions INTRODUCTION The OTI Country Representative is a member of the Conflict Prevention and Stabilization (CPS) Bureau and within OTI reports to the OTI Regional Team Lead.� The assassination of President Jovenel Mo�se on July 7, 2021, and the subsequent earthquake on August 14, 2021, exacerbated many longstanding challenges to Haiti�s political, social, and economic stability. President Mo�se�s tenure had been marred by claims of fraudulent elections, a dismantling and weakening of democratic institutions, and a legacy of corruption and violence. In the wake of recent events, the political and security situation has deteriorated and rendered the Haitian government unable to provide minimal essential services, effectively eliminating the citizenry�s trust and opening a vacuum filled by angling political parties. Civil society leaders and other stakeholders have called for structural changes and an open national dialogue that is inclusive and Haitian-led to pave the way for political accord and constructive exchange on the best way forward. USAID/OTI�s program seeks to seize on emerging opportunities to support political stability and broader political reform in Haiti. Programming will focus on immediate stabilization needs and may include activities such as fostering inclusive national dialogue, identifying and mitigating the causes of low voter turnout, and creating an onramp for constitutional reform. Additionally, in line with public recognition by the US Government and other international actors that these events present a window of opportunity for Haitians to forge their own future, OTI activities will be led, implemented, and grounded in solutions identified by Haitians. OTI intends to address these critical issues through small, quick-impact grants and technical assistance tailored to meet urgent stabilization needs while fulfilling U.S. foreign policy objectives. Initial activities will focus on assisting pro-democratic stakeholders to lay the groundwork for political stability, while concurrently supporting such actors to maintain positive democratic momentum in the near term. Due to the sensitive, fragile, and challenging environments in which OTI works, the office�s approach to programming is one that seeks to find creative, entrepreneurial, and unique ways to approach problem sets. These dynamic contexts require that programs adapt to rapidly evolving situations and that teams continually explore assumptions and test innovative tools and methods to achieve program objectives. OTI has honed a program approach that uses iterative strategic planning, where staff constantly review the current political situation, create relationships with communities and key actors, and undertake activities that will test what works and what doesn�t in order to inform future activities and priorities. The Country Representative�s principal responsibility will be development, oversight and management of USAID/OTI's country program.� The incumbent will be called upon to support the OTI Deputy Country Representative with managing an implementing partner and may be called upon to represent OTI�s mission and programs to U.S. Embassy, Host government officials, in-country visitors, and senior officials from other international organizations, bilateral donors, and local government officials.� Aligned with USG policy priorities, USAID/OTI�s rapid and targeted programming addresses emerging issues and empowers local implementing partners to leverage timely and locally driven activities that enhance engagement between government and citizens and promote norms of tolerance, coexistence, and dialogue. Under the direct supervision of the Washington-based CPS/OTI Regional Team Leader or their designee, you will perform the following duties: Note: Duties and responsibilities are listed in order of importance for this position Manage a high-profile program in a dynamic environment and provide programmatic, operational, and strategic guidance to OTI�s implementing partners (contractors and/or grantees) ensuring that activities contribute to OTI�s program objectives and are within the implementing partner�s scope; Conceptualize and design program strategies and objectives in close coordination with OTI staff in Washington and in the Field, U.S. Embassy, Host Country government, and local civil society officials based on political analysis and U.S. Government policy; Articulate program strategy, as well as communicate and coordinate OTI�s in-country activities between OTI and its implementing partners, USAID, and other donor organizations; prepare and disseminate programmatic, financial and periodic reports to the USAID Mission, OTI/Washington and other organizations as appropriate; Design and review staffing plans to meet overall program objectives as well as recruit, train, supervise, and evaluate the performance of in-country OTI staff;�� Monitor local and regional political developments and regularly brief OTI and implementing partner on potential programmatic impact; Analyze and report on current political developments, security concerns, and other pertinent information required to achieve OTI�s program objectives; Provide recommendations to the Washington-based Contracting Officer Representative (COR) and/or the Regional Team Leader on implementing partner performance, the appropriateness of the implementing partner�s scope to OTI�s country objectives, implementing partner�s budgets, and modifications thereto; Provide USAID concurrence on all implementing partner activities, including final approval of grantees for grants under contract, in accordance with the USAID�s Automated Directives System (ADS); Ensure the use of OTI systems and procedures to maintain effective and efficient management of funds, programming, as well as monitoring and evaluation; Ensure that OTI�s programs and activities are monitored and evaluated and that lessons learned are applied to ongoing and future activities; Reviews and concurs on OTI program budgets for field operations; Serve as OTI�s primary liaison with USAID Mission personnel, U.S. Embassy staff, Host-Country Government Officials, UN Organizations, Indigenous and International -Non-Governmental Organizations (NGOs), and other pertinent organizations.� Develop and maintain collaborative relationships to ensure close coordination at the field level, identify the widest range of potential local partners and opportunities, and achieve maximum synergy with other programs; Prepare operational plans in collaboration with the U.S. Embassy, including logistics and property use guidelines, closeout and hand-over, security procedures, and contingency and evacuation plans; and, Ensure that all OTI and implementing partner, field staff adhere to in-country security guidelines set by the U.S. Embassy Regional Security Officer and other organizations such as the United Nations or host country government. SUPERVISORY RELATIONSHIP: The Country Representative will be supervised by the Washington-based CPS/OTI Regional Team Leader or their designee as part of OTI�s Field Programs Division. The incumbent is expected to take initiative, act independently, and manage their tasks with minimal supervision. Though this is a senior field-based position, the incumbent is expected to actively and proactively collaborate with OTI/Washington leadership, and to fully utilize, embrace, and become an expert on OTI systems and processes. Failure to adequately perform the scope of work above and/or failure to take direction from the supervisor may result in corrective actions, including denial of step or grade increases, extension of contract probationary periods, performance improvement plans, and/or termination for the convenience of USAID/OTI.� SUPERVISORY CONTROLS: At the GS-14 level, the incumbent�s supervisor provides administrative direction in terms of broadly defined missions or functions. The incumbent independently plans, designs and carries out projects, studies, and programs. Results of the work are considered technically authoritative. 12. PHYSICAL DEMANDS While in the country of assignment, the work is generally sedentary and does not pose undue physical demands. However, the position may require travel throughout the country of assignment, which may involve some additional physical exertion, including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 13. WORK ENVIRONMENT: The work is primarily performed in an office setting. The position will require regular travel to Host Country government and partner offices, and may occasionally require travel elsewhere in the country of assignment or internationally.� II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. See detailed instructions for demonstrating Education/Experience under �Submitting an Offer�) The USAID Office of Transition Initiatives Country Representative post is a senior-level position requiring supervisory management experience, the ability to work effectively with a wide array of individuals and institutions, and an in-depth knowledge of international relations in general and of the sub-region in particular.� Familiarity with a wide range of issues is necessary, including, but not limited to, democracy/governance, economic development, conflict resolution, and media development. Excellent interpersonal, presentation, and negotiation skills are necessary.� Experience in contract/grant management is required.� Prior work experience with U.S. Government agencies or within a U.S. Embassy is preferred. Prior work and/or program management experience in support of Host Country governments in countries undergoing reform processes and/or with media actors are also strongly preferred. The successful candidate will possess excellent political analysis and reporting skills and the ability to operate with a high degree of autonomy, responsibility and authority in a high stress and politically charged environment.
