- This solicitation amendment is to provide answers to questions and provide site survey meeting locations. Questions and Answers: Question 1: For tickets that need to be dropped off at VA office, will this be at an entrance or do employees of the Contractor have to physically enter the building during office hours? In the event of pickups during outside business hours, can the tickets be submitted the next business day? Is this ticket referring to invoice generated by the Contractor for each pickup and drop off and/or landfill cost for each dump during each drop-off event? During unforeseen delays, could tickets be notarized and sent via email? Answer 1: There are multiple answers that are site specific. Please see below. CHILLICOTHE: Yes, all tickets require staff signature, normally the driver can stop just outside of building 20 and a staff member will walk out, however there may be some instances that the driver will have to enter the building, 20, to get a staff signature. Normally all deliveries will be during business hours, on the rare occasion there might be a delivery during non-business hours, the driver would report to the Boiler Plant, Building 261, for staff signature. Dayton: Tonnage reports can be emailed, Manifest are vendor provided and picked up at the Bldg 330 Dock area (Compactor that contains processed RMW)) Cincinnati and Columbus No ticketing/Signatures required Question #2: For Chillicothe location VAMC, one of the required dumpster size is a 32 Yd dumpster. Standard sizes in the industry is usually a 30 Yd. Is there a way to revise that size to a 30 Yd instead? This question also applies to 42 Yd dumpsters as well. Answer #2: The 32 yard is the compactor, not an open top dumpster Question 3: For reference, clients we have serviced, sometimes have been serviced with Two 20 Yds that make up for the 40 Yd Dumpster. Is that permissible as an alternative or in case of unforeseen circumstances? Answer #3: There are multiple answers that are site specific. Please see below. Chillicothe: On unforeseen circumstance only, space being the drawback here, two twenty yard takes twice the space, and we cannot accommodate the extra space needed. Dayton: Possibly on temporary/emergency type basis Cincinnati: We have limited space and may be difficult for the two 20 yds Columbus: N/A does not apply Question 4: For classification of refuse and trash disposal, would we be informed in advanced what type of trash are going to be picked up from each pickup location from COR? The reason is because we would like to preplan in advance and sort out the trash depending on the Landfill allowable materials onsite. We would like to know so that the operators at the landfill don't ban the contractors if we continuously dispose of unauthorized waste. Answers #4: There are multiple answers that are site specific. Please see below. Chillicothe: No, generally the compactor will have the non-construction waste The 40 yard open top(s) would generally have construction waste Dayton: Collection bins are categorized, Solid waste, recycle, open tops = everything else Cincinnati: No Columbus: NO, we have 30yd open and it s filled with MSW. Mixed Solid Waste. Excluding construction waste. Contractors dispose of their own. Question 5 A suggestion would be that each waste be grouped into 2 categories for seamless process: a. Construction Waste b. Non-construction Waste Answers #5: Collection bins are categorized, solid waste and recycle (SS and cardboard). Any open-top is everything else. Question #6: Will emergency calls include holidays and/or outside of working hours/days? Answers #6: Yes, it would be an emergency Question #7: Are Government approved dumpsters always inspected prior to executing performance? What are the legal documentation required to provide proof of Government approved dumpsters or certification for the dumpsters? Also, in regards to some Government owned containers/compactors, are we only moving the compactors to a different location as directed by the COR or other task to be performed? In the event that Government owned compactors are not compatible with our vehicles, what will be the best measures to undertake? Can we be provided specs of the compactors onsite? Answers #7: There are multiple answers that are site specific. Please see below. Chillicothe: As long as all containers meet or exceed Federal, State or local laws Dayton: Yes, by the vendor. We don t own the containers, all containers meet or exceed Federal, State and local laws. Cincinnati: Yes by the vendor. We don t own the containers/compactor Columbus: Yes, by the vendor. We do not own the containers and vendor is responsible for ensuring they meet or exceed Federal, State, and local laws. Fourth Floor, Room 4A006 Chillicothe: 215PM-300PM From State Route 104, use the VA South Entrance. Turn Right first street (Cleveland Ave.), Go to the COVID check point. Leaving the check point, proceed straight, Turn Left (Fire Department) first intersection (Tripp St & Talbot Rd).
