Description
The purpose of amendment 03 is to: 1. Extend RFQ response date to 12:00 P.M. Pacific Standard Time on 07 December 2021. 2. Add the following Q and A: 1. Is it necessary for me to have a Masters Degree in Film (MFA)? ANSWER: Yes. This cannot be waived. 2. Is it necessary for me to hold a membership in the Writers Guild of America and Directors Guide of America? ANSWER: Yes. This cannot be waived. 3. We are lacking one of the key qualifications on the evaluation being none of our members holds a MFA in film making. ANSWER: The MFA is required. This cannot be waived. 4. Whether companies from Outside USA can apply for this? (like, from India or Canada) ANSWER: All companies who have an active and favorable Entity Registration in the System for Award Management (SAM) with an active DUNS and CAGE code can submit an offer. SAM�s website is https://sam.gov/content/home. If you do not have an active and favorable record, we will not review your quote nor be eligible for award. 5. Whether we need to come over there for meetings? ANSWER: Some meetings will be held virtually and others will mandatorily be held in person. 6. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) ANSWER: The tasks will be held onboard Naval Base San Diego, in California, USA since filming will all be done on the base. 7. Can we submit the proposals via email? ANSWER: Yes, quotes will have to be submitted via email per the instructions on the Solicitation. 8. Will the Successful Offeror have the flexibility to schedule on-location filming days and times? ANSWER: No, schedule on-location filming days and times will dictated by base operations and staff work schedules. 9. Will the contractor have to provide any actors for the recording? ANSWER: The use of actors is not envisioned. You are supposed to interview SMEs using a documentary methodology and leverage existing old newscasts (you would need to work any copyright issues), etc. 10. What is the anticipated run time of the final video? ANSWER: The total run time of final video will be between 1.5 hours to 2.0 hours. It is supposed to be produced as such to watch in one go or in chunks by sub-topic. 11. Is the Navy providing a budget range for this project? ANSWER: The Government will not provide a budget range but we can tell you that the Government is anticipating using Simplified Acquisition Procedures per the Federal Acquisition Regulations https://www.acquisition.gov/far/part-13. 12. How is the �Production Portfolio� of previous work to be submitted? Is a private link to a streaming service such as Vimeo acceptable? Is there a time limit on the previous work submitted? ANSWER: You can provide a link. There is to time limit set in the Solicitation. This is your preference. 13. The �Key Qualifications� seem unnecessarily narrow and restrictive for a government video project and would prevent the vast majority of qualified producers from being considered for this award. Is there a specific producer/company that the Navy already has in mind for this project? If not, please explain the government�s rationale for the following key qualifications/requirements: � Experience distributing films nationally. Most production companies are not distributors � distribution is a specialized business with many key differences than production. How does a training video call for national distribution? ANSWER: We are looking to distribute this film enterprise wide, and perhaps NATO wide, thus this is an applicable factor. � A clear professional standing in the film profession, specifically holding membership in the Writers Guild of America and Directors Guild of America � Many small producers have �clear professional standing� as illustrated by past-performance references, not DGA or WGA membership. Also, an individual team-member might be part of one of these guilds�is that acceptable? Is there a reason why the past-performance references do not establish a �clear professional standing�? ANSWER: Ideally, all members of the organization holds membership, however, the principle applicant should hold it... membership denotes professional standing and a desired code of conduct... it is a normal requirement for PBS productions for example. � Possess at least a Masters of Fine Arts (MFA) in Film Making. Film and video production is a craft-based profession, therefore exceptionally few people in this industry have an MFA in film � this is typically reserved for those who want to teach at a university level. What is the reason for this requirement, especially considering that this is for a training video? ANSWER: This degree is considered a terminal degree for film makers and serves to denote a comprehensive understanding of the EDUTAINMENT methodological approach. 14. Under the Key Qualifications it states the Contractor must have and the quote submission must address that the Contractor Possess at least a Masters of Fine Arts (MFA) in Film Making. Will the quote not be considered if the Offerer does not possess an MFA in Filmmaking, or will other relevant experience be accepted in lieu of this? ANSWER: This degree is considered a terminal degree for filmmakers and serves to denote a comprehensive understanding of the edutainment methodological approach. The quote will not be considered if the Offerer does not possess an MFA in Filmmaking, nor will other relevant experience be accepted in lieu of this. 15. Can you provide any further guidance on your offices preferences for the format of our quote? For instance, is a simple word document preferred? Or is a more stylized PFD document required? ANSWER: You can submit your quote in Word or PDF. As long as you submit a quote that meets the requirements in the ADDENDUM to FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014) section of the solicitation, your quote will be accepted and submitted to the customer for Technical Evaluation. 16. Pertaining to the following language within the document N0024422Q0011N0024422Q0011 COMB_SYN_EVAL_CRIT....Offeror(s) is(are) required to include a completed copy of the provisions at 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment and 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quotation...Offerors shall include a completed copy of provision 52.213-3 and its Alternate I with its quote. In what format should the above provisions be submitted? Do I submit my answers directly in the body of the N0024422Q0011 N0024422Q0011 COMB_SYN_EVAL_CRIT document? Or should I copy and paste these provisions into individual Word documents that I then submit along with my quote? ANSWER: You can submit your answers directly in the body of the N0024422Q0011N0024422Q0011_COMB_SYN_EVAL_CRIT document. 17. Can you please provide further explanation of what is meant by Covered telecommunications equipment or services, critical technology, and substantial or essential component? The document states the meanings are provided in clause 52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment. but I cannot find further definitions that clarify if this clause is pertinent to anything we should be including in our quote. ANSWER: The definitions can be found at: https://www.acquisition.gov/far/52.204-25, in the Federal Acquisitions Regulation. The clause applies to all contractors bidding for Government Contracts in order to be compliant with Section 889 of the 2019 National Defense Authorization Act. 18. In the N0024422Q0011Safety_Video_Production_PWS document under Prohibited Items (item 8b.) It states: Food, Beverages, Entertainment, and Community Services: The contractor and its subcontractors are prohibited from providing any type of food, refreshments, beverages, entertainment, or community services in support of this work requirement. Federal Appropriations Laws prohibit the use of funds appropriated by Congress for these purposes. Does this mean we are prohibited from included a meals per diem line item for the production crew in the itemized proposed budget for this quote? Or does this simply refer to the fact we are prohibited from offering any DoD/USG personnel food, beverage, etc.? ANSWER: That statement does not apply to per diem. It specifically refers to the contractor providing Food, Beverages, Entertainment to Government Employees. For example, lets say you would be hosting a meeting or conference, you would not be able to provide food items to the Government Employees attending the meeting. All other Terms and Conditions remain unchanged
