- UPDATE 12/1/2021: PHASE 2 CONTRACTORS� See attachment labeled ""Phase 2 Contractor POCs"" for Contractors that are participating in Phase 2 of this soliciation.� CONTRACT INFORMATION: This solicitation is an unrestricted acquisition to design and construct for the Joint Operations Center at Fort Polk, Louisiana. The North American Industrial Classification System code is 236220, which has a size standard of $39.5 million. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in November 2021. To be eligible for contract award, a firm must be registered with the System for Award Management (SAM) database. Register via the SAM Internet site at https://www.sam.gov/SAM/. No state level certifications will be accepted. PROJECT INFORMATION: Construction range is between $25,000,000 and $100,000,000. The Government plans to construct a Joint Operations Center at Fort Polk, Louisiana to support the Joint Readiness Training Center (JRTC) Operations (OPS) group and its training mission. Project includes an operations center with simulation and training control and planning space classified as Open Storage and a secure area without open storage, administrative area for the JRTC Operations Group Headquarters staff divided into specified security zones, and Plans/EMC area. The project incorporates redundant mechanical and electrical systems, backup power generation, uninterruptable power system (UPS), loading dock/service areas, building information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, Securitized Fenestration systems, Access Control System (Electronic keycard) installation, Closed Circuit Television (CCTV) installation, and Energy Monitoring Control Systems (EMCS) connection.� Sustainability and energy enhancement measures are included. Supporting facilities include secure organizational and non- organizational vehicle parking, Tactical Vehicle Area (TSVA), site development, special foundations, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, Low Impact Development (LID) features, information systems, pavement and utility demolition, landscaping and signage. Heating and air conditioning will be provided by a self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings and DoD Cybersecurity standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Facilities will be designed to a minimum life of 50 years and energy efficiencies meeting, on average, American Society of Heating, Refrigerating, and Air-Conditioning Engineers (ASHRAE) 189.1 standards through improved building envelope and integrated building systems performance.� The Contractor is responsible for registering the project with the USGBC, including all registration fees. Contractor will manage the project in LEED online. Project shall achieve formal LEED certification of LEED Silver for this facility. A LEED Silver certification plaque shall be mounted on the completed facility in a location determined by the Contracting Officer. This solicitation will be evaluated under the Two-Phase Design Build Process in accordance with FAR 36.3-Two-Phase Design-Build Selection Procedures. In Phase 1, interested firms or joint venture entities (referred to as ""Offerors"") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the performance capacity in accordance with the criteria described in the Phase 1 solicitation and intends to select no more than five (5) of the Phase 1 offerors to compete in Phase 2. In Phase 2, the selected offerors will submit a technical proposal and a price proposal. The Government will evaluate the Phase 2 proposals, in accordance with the criteria described for Phase 2 in the solicitation, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall ""best value"" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2.
