- Description
- Design and construct a single-story Stage Processing Facility, approximately 1,519SM at Vandenberg Space Force Base to support Ground Based Strategic Deterrent (GBSD) test operations. This facility will assemble and install critical mission abort equipment to support GBSD testing activities without interruptions to the Minuteman III (MMIII) test launch schedule. The Complex includes stage processing high bays with new GBSD rail sets for an entire booster each, loading areas for Missile Transporter (MT) and Transporter Erector (TE) vehicles, equipment storage, administrative/common area to support the missile handling crew, restrooms, communications rooms, mechanical/electrical support spaces and parking spaces for government vehicles. It will provide the necessary facilities and the required security measures for personnel to perform work in a controlled, classified environment. Provisions for the facility include lightning protection, grounding, security, and explosive siting. An aboveground explosives storage magazine will be constructed within the secure perimeter. Site modifications include grading, utility connections, septic system, stormwater, a new access road from 13th Street, and new secure perimeter fencing. The acquisition will be conducted under a competitively negotiated source selection process. The acquisition strategy is Best Value ""Tradeoff"". This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Both a technical proposal and a price proposal will be required. Non-cost factors (evaluation factors) may consist of the following: Past Performance Experience of the Prime Construction Contractor and the Lead Design Firm on projects similar in nature; Technical Approach; Project Management Plan; Schedule; and Small Business Participation Plan. The estimated construction price range magnitude for this project is between $10,000,000 and $25,000,000.� The total contract performance period is 566 calendar days.
