W9128F21R0089 PROCUREMENT TYPE:� Pre-solicitation ASSOCIATED NOTICE: W9128F21SM029 TITLE:� High Bay Vehicle Maintenance Facility CLASSIFICATION CODE:� Y -- Construction of structures and facilities NAICS CODE:� 236220 -- Commercial and Institutional Building Construction PSC CODE: Y1EB - CONSTRUCTION OF Maintenance BUILDINGS DESCRIPTION:� On or about 16 December 2021, this office will issue a solicitation for a one-step design-build (DB) project for High Bay Vehicle Maintenance Facility located at the US Air Force Academy, Colorado Springs, CO.� � This solicitation is OPEN TO SERVICE-DISABLED VETERAN SMALL BUSINESS PARTICIPATION only. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity.� Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program.� Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION: Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are in System for Award Management �SAM� database at https://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete.� The electronic annual representations and certifications are effective for one year from the date of initial submission and expire on an annual basis from the update to SAM. PROJECT DESCRIPTION� This project will consist of constructing Design and construct the High Bay Vehicle Maintenance Facility which includes a 3,100 Square Feet addition to the existing Vehicle Maintenance Facility.� The project also includes civil, electrical, fire protection, mechanical, and other engineering work to make the facility complete and usable.� A utility connection fee will be required for the portion of the electrical scope of the project to be constructed by the privatized Colorado Springs Utility (CSU).� This project also includes a bridge crane and an in-floor piston lift.� Extension of specialty systems related to vehicle maintenance such as compressed air and lubricant distribution will also be required. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 540 calendar days) after receipt of NTP.� Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed.� Performance and Payment Bonds will be required. The above project description is for information only.� Project scope of work is subject to change. The magnitude of construction costs for this project is between $1,000,000 and $5,000,000. SOLICITATION EVALUATION CRITERIA This is a One-Step Design-Build solicitation for the Design and Construction of the High Bay Vehicle Maintenance Facility, US Air Force Academy, Colorado Springs, CO. The Government will evaluate the proposals in accordance with the criteria described within the forthcoming solicitation and award a firm-fixed-price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government. � SITE VISIT A site visit is and the details on the site information will be provided in the forthcoming solicitation, Section 00 21 00.
