- Registered Respiratory Therapy (RRT) Services VA St. Louis Health Care System The purpose of this Sources Sought announcement is for market research and is for informational purposes only, to be used for preliminary acquisition planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A PRE-SOLICITATION OR SOLICITATION AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. The Government is not obligated to, nor will it pay or reimburse any costs associated with responding to this sources sought request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award of a contract, nor does it restrict the Government to a particular acquisition approach. The purpose of this notice is to gain market research to determine the level of interest among qualified small businesses and their size classifications: HUBZone, 8(a), Small Disadvantaged Business, Woman Owned Business, Veteran Owned Business, Service Disabled Veteran Owned Small Business relative to NAICS Code 561320, temporary help services, with a small business size standard not to exceed $30 million in gross annual receipts. Description of requirement and submittal requirements are below: The VA Network Contracting Office (NCO) 15 is conducting market research for the provision of Registered Respiratory Therapist (RRT) Services at the VA St. Louis Health Care System, St. Louis, Missouri geographic region. Services are required at two locations: John Cochran 915 N. Grand Blvd. St. Louis MO 63106 Jefferson Barracks 1 Jefferson Barracks Dr. St. Louis, MO 63125. This requirement is to fulfill up to 6 Full Time Equivalent (FTE) RRTs scheduled 12-hour shifts, seven days a week, including weekend and holidays. The duration of this requirement is anticipated for one 12-month base period and up to four 12-month option period. Certification, Education, Licensure and Credential: Basic Cardiac Life Support ACLS in an American Heart Association approved program Associates degree in a respiratory care program accredited by the CoARC or its successor Must possess and maintain a valid, current and unrestricted license as an RRT Maintain Out of OR airway certification (including intubation checkoff) Maintain OOORAM certification Registered Respiratory Therapist Functions and Duties: Administer a variety of complex respiratory therapy treatments Evaluate and treat patients in multiple settings Complete patient assessment through direct contact, chart review and information exchange with healthcare team members Measure and document vital signs Measure and document oxygen saturation Evaluate patient breathing effort, ventilatory pattern, use of accessory muscles, and inspect the chest and extremities to detect deformation or anomalies Knowledge of the pharmacology of common respiratory drugs, common dosages, typical and atypical patient responses and side effects Oxygen therapy Obtain medical, surgical, family, social, behavioral, and occupational history and other information incident to the purpose of the current complaint Review and interpret pulmonary mechanics at the bedside Initiates, evaluates, and educates on the use of Capnography. Calibrates, trouble-shoots and trends results. Provide Aerosol and MDI therapy training and education Perform airway clearance therapy All aspects of mechanical ventilation (invasive and non-invasive) Intra-hospital transport of mechanically ventilated critically ill patients Respond to Code K and Rapid Response situations Extubation Blood gas procurement for analysis via arterial puncture Review and interpret arterial blood gases, electrolytes, CBC and related laboratory tests and make recommendations based on the results Total airway care and management Bedside diagnostic respiratory testing Monitor and document patient response to all therapies Manage Acute and Chronic Respiratory Disease Bronchoscopy, EBUS prep and assist Develop, administer, evaluate, reevaluate, and modify respiratory care plans Communicate and educate patients with respiratory disease Communicate effectively and efficiently with customers Set up, clean, calibrate and troubleshoot all respiratory equipment Report concerns/problems Assist in outpatient cardiopulmonary clinic by performing pulmonary function tests (PFT) and 6-minute walks, etc. Coordinate home oxygen Physical Requirements: Walking, reaching, bending, stretching, set up and take apart equipment, filing, lifting, carrying, pushing/pulling and positioning patients. The Government must ensure there is adequate competition among the potential pool of responsive contractors.
