- Update 1 Dec 21:��WARNING:� Please read the revised sources sought information from 30 Nov 21 prior to submitting any requests for access.� As of the 30 November 2021 posting, no consideration will be given to emails providing the required information after the rejection.� Additionally, please use emails only to communicate with the POCs.� Update 30 Nov 2021:� Please see the attached revised sources sought.� The changes are underlined.� Responses are due no later than 1:00 PM MT on 17 December 2021.� Requested information for the capabilities information is also attached.� Information on requesting access to restricted information is attached to help with properly requesting access to information.�� Update 23 Nov 2021:� Please see the attached revised sources sought. Update�21 Nov 2021:��THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY.� It is for the attached revised 3IS III draft performance work statement (PWS) dated 17 November 2021 reflecting changes made as a result of the activation of the Space Test and Readiness Command (STARCOM) as a Field Command of the United States Space Force (USSF).� There are five�new attachments as a result of this posting. Update 12 Mar 2021:� FA255017D8001, 3IS II, will be extended by 12 months.� The J&A will be posted on Contract Opportunities.� A revised performanance work statement will be posted in May 2021.� One-on-one capability briefings will be availabe for capable prime 8(a) in late May/early June. Additional details will be posted in the near future.� No additional details are available at this time. Update 2 Nov 20:� The acquistion will be delayed due to the stand up of STAR Command next summer 2021.� AF TENCAP will not be transitioning to 3IS III.� AF TENCAP's requirements will be removed.� STAR DELTA (Provisional) is working to accurately define their requirements for the follow-on contract.� A revised performance work statement will be posted once it is completed. Update 14 August 2020:� Our office has been fielding inquiries regarding the realignment of units under United States Space Force, STAR DELTA.� All ACC units except AF TENCAP have been realigned under STAR DELTA.� Our office plans to post a revised performance work statement with any realignment changes in November 2020 and a draft solication in December 2020.� We will keep you posted with updates as they become available. Industry Day slides have been added as restricted access.� Please request access only if you are interested in becoming a prime or subcontractor for this requirement.� The�draft labor category table is attached. Attached is the 50 CONS slides and Industry Day roster.� Additional slides and Q&A will be posted shortly. INDUSTRY DAY If you do not receive a confirmation on your registration for within one business day, please email susan.ulma@us.af.mil or james.chapman.3@us.af.mil to ensure receipt.� A general session Industry Day will be held on 3 Mar 20, 1:00 pm and and prime contractor one-on-one capability briefings will be held on 4-5 Mar 20 at Schriever AFB.� Due to limited slots one-on-one capability briefings will be limited to 8(a) who will pursue this opportunity as a ""prime.""� General session is open to all Industry.� Registration form and security must be completed by 21 Feb 20.� Industry Day is limited to 3 participants due to space and one-on-one is limited to 10.� Please see attachments for additional information. THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely to determine potential sources for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This RFI should not be construed as a commitment by the Government for any purpose other than to gain the information requested for market research.� The Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI.� Not responding to this RFI does not preclude participation in any potential future RFP.� However, your insights will inform us about your interests and provide us valuable industry perspectives we will consider as the acquisition moves forward.� Our survey is NOT intended to pre- or disqualify potential participation in the acquisition.� Rather, your participation will assist us in crafting a well-informed solicitation/contract that makes sense to industry.� Submitted information shall be UNCLASSIFIED.� If a solicitation is released, it will be synopsized on the Contracting Opportunities website (https://beta.sam.gov).� It is the responsibility of potential offerors to monitor this site for additional information pertaining to this requirement. The purpose of this notice is to conduct market research, a continuous process for collecting and analyzing information about capabilities within the market to satisfy agency needs.� The acquisition strategy has not yet been determined and market research results will assist the Air Force in determining the direction any acquisition will take.� Historically, this has been an 8(a) set-aside and it is expected that it will remain an 8(a) set-aside.� All 8(a) businesses capable of providing these services and meeting the security requirements are encouraged to respond.� Respondents to this notice must indicate whether they qualify as an 8(a) business under� NAICS code 541715 � Research and Development in the Physical, Engineering, and Life Sciences (size standard 1000 employees). The market research results will assist the Government in making a determination regarding whether to set aside any resulting procurement for 8(a) businesses.� Based on the results of market research, the Government reserves the right to set aside this requirement for 8(a) businesses.
