Description
The Department of the Navy Office of Information (CHINFO) is seeking sources to provide Advance Motion Media, Photojournalism, and Graphic Design training programs.� � CONTRACTING OFFICE ADDRESS: Contract Management Division (CMD) 1000 Navy Pentagon, Room 5E158 Washington, DC 20350 INTRODUCTION: This is a Sources Sought Synopsis to determine the availability and technical capability of firms of all sizes, to include small and large businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The Department of the Navy (DON) is seeking sources to advanced Motion Media, Photojournalism, and Graphic Design training support to teach advanced visual communication and storytelling for 14-24 military students (hereafter referred to as Government Students) during the period of performance. The instruction for each of the three courses should be developed for a cohort of 4-12 Government Students and should coincide during the time period of a typical university/college academic year, or about 30 academic weeks in length (two 15-week semesters). Each program will be 30 credit hours in total, or about 15 credit hours� worth of classes per semester. DON expects the sources to provide all personnel, facilities, labor, supplies, equipment, tools, materials, supervision, and other items and services necessary. DON is seeking a vendor that can provide all of the services. We will not break this requirement up. SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 611310 (Colleges, Universities and Professional Schools). The size standard in millions is $30. This Source Sought is requesting responses to the following criteria from businesses that can provide the required training and equipment under this NAICS Code. To assist DON in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company�s ability to perform in accordance with the Limitations on subcontracting clause (FAR�52.219-14). Pricing Information such as annual tuition costs and any costs to the Government pertaining to the courses. If the annual tuition pricing is provided in your response, please be sure that the tuition cost does cover all three (3) courses outlined sections 6.3, 6.4, and 6.5 of the attached performance work statement (PWS).
