- SECTION 1: SYNOPSIS This Sources Sought is being issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office (PEO) Integrated Warfare Systems (IWS) 2.0 Above Water Sensors and Lasers Directorate.� The Government is conducting market research to determine interest and industry capability related to the production of the iStalker (AN/SAY-3) system. The basis for production of the iStalker system is contained in the Technical Data Package (TDP), which will be provided as Government Furnished Information (GFI), under this sources sought.� It is NAVSEA�s intent to procure Build-to-Print (BTP) iStalker hardware under a newly awarded contract in FY23.� The term Build-to-Print in this context means producing to the exact specifications, drawings, and design contained within the TDP, with modifications allowed only for the purposes of addressing obsolescence, non-compliances with the system specifications (A-Specifications), and reducing life-cycle cost of the iStalker system. For the purposes of this sources sought, the Government is also interested in determining industry�s ability to provide a non-developmental or near non-developmental build to system specifications. The unclassified Stalker specifications will be provided as Government Furnished Information (GFI), under this sources sought. �The information obtained will help the Navy assess risks, refine schedules, define impacts, and inform the future acquisition approach to the AN/SAY-3 program of record. Manufacturing capabilities must support a minimum of two (2) systems and maximum of ten (10) system per year for 5 years, with the goal of ten (10) systems per year with the first delivery no later than 12 months after award and subsequent deliveries at one (1) month intervals thereafter. Manufacturers must have a facility capable of handling and storing classified (up to Secret) hardware, documentation, and test software. Upon request, the Government may provide environmental test facilities for initial environmental qualification testing and subsequent testing as required. The information obtained in response to this sources sought is intended to increase our understanding of industry interest and capability for AN/SAY-3 production and inform acquisition decisions related to the AN/SAY-3 program. SECTION 2: GENERAL INFORMATION This sources sought �is for planning purposes only and is issued solely for conducting market research in accordance with FAR Part 10. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This does NOT constitute a Request for Proposal. The Government is NOT seeking or accepting unsolicited proposals. This notice shall not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. Specific responses will not disqualify or have an impact on participation and evaluation on future solicitations. Not responding to this sources sought does not preclude participation in any future solicitation. If a solicitation is issued in the future, it will be announced via BETA.SAM.GOV and interested parties must comply with that announcement. It is the responsibility of interested parties to monitor BETA.SAM.GOV for additional information pertaining to this requirement. Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their response. Questions regarding this announcement shall be submitted in writing using the Attachment 2 question submittal form. The Attachment 2 questions submittal form shall be submitted via e-mail to the Contract Specialist and Contracting Officer�s email addresses. Verbal questions will not be accepted.� Questions shall not contain classified information. SECTION 3: REQUIREMENTS REVIEW iStalker is a long range Visible, Mid-Wave IR and Laser Range Finder (LRF) Sensor System which enhances the ability of Naval vessels to accomplish self-protection while moored to a pier, at anchor, during restricted maneuvering, and in littoral waters or open ocean. This system provides a host ship with a fully integrated and seamless sensor, analysis, and response system that provides the means for 360o situational awareness and support engagement capability to counter conventional and asymmetric threats around-the-clock with no increase in manning. This system provides the ability to support standalone operations for a single vessel against surface threats and is designed to ultimately integrate with /within multi-ship and/or shore side anti-terrorism/force protection (AT/FP) envelopes. This capability must be available, operable, and supportable in both overseas and continental U.S. ports and waterways. The system includes a common core Command & Control (C2) application / capability, shipboard sensors, and engagement means. This capability is designed as an �open architecture,� net-centric compliant application that is capable of functioning as a �plug & play� host for current and future capabilities. This system is designed to be integrated into LHD 1, LHA 6, CVN 68 and CVN 78 class ship combat systems. SECTION 4: SUBMISSION OF RESPONSES NAVSEA will accept ONLY electronic unclassified submission of responses. The due date for responses is 4:00 p.m. Eastern time on 17 December 2021 to the Contracting Officer, Ms. Maura Muehlenkamp, maura.muehlenkamp@navy.mil, Contract Specialist, Mr. Daniel Kough, daniel.w.kough2.civ@us.navy.mil, and the following technical representatives: molly.p.oshaughnessy.civ@us.navy.mil, rachel.k.cosgray.civ@us.navy.mil and kathryn.s.tredway.civ@us.navy.mil with the subject line �iStalker AN/SAY-3 Sources Sought Responses to N00024-22-R-5500.� SECTION 4.1: CONTENT Companies responding to this sources sought shall provide a capability statement not to exceed ten (10) pages. A cover page, company profile, and List of Abbreviations and Acronyms for the response shall be included and will not be subject to the page count.� A detailed proposal is not requested.� Responses should indicate sufficient detail for assessment of company interest and capability; submissions should be organized as follows: ����������� Cover Sheet: sources sought number and name, address, company, CAGE code, company size, facility clearance level, and point(s) of contact (name, title, email address, telephone number) ����������� Table of Contents: Include a list of figures and tables with page numbers ����������� List of abbreviations and acronyms ����������� General response information Product line brochures, catalog excerpts, etc. may be submitted and referenced within the general capability statement and are exempt from the page limit. Interested parties should request and review the latest version of the AN/SAY-3 GFI technical data available and other pertinent documents. The technical data provided will include a level III, 2-Dimensional � Product Level TDP for the Laser Range Finder (LRF), the Visual Sensor Assembly (VIS), the Processor Module (PM) and the System Interface Electronic Assembly (SIE) including schematics, circuitry and software. A Level II, top-level, product drawing is provided for the Mid-Wave Infrared Sensor Assembly (MWIR) and Gimbal. Considering the technical data, responses should, at a minimum, address the following questions: Do you have past experience procuring/producing BTP military hardware? What manufacturing facilities does your organization have and what product lines have been developed in these facilities in the past and what is the production capacity? Does your organization have any feedback on the feasibility of the Government�s plan to procure BTP AN/SAY-3 hardware?� Are there any areas of ambiguity that need to be clarified for the definition of BTP?� Are there other specific concerns related to procuring BTP that should be taken into consideration? What additional data beyond the GFI provided as part of this sources sought, if any, is necessary to successfully procure, produce, integrate and test AN/SAY-3 hardware? What would your organization recommend for production lead times to deliver a system to a shipyard or land-based facility for the AN/SAY-3 and why? Would the production lead time decrease based on a learning curve over time? What is the recommended delivery schedule based on a minimum of 2 units and a maximum of 10 units per year? What support equipment and/or test assets would your organization utilize to support hardware production and quality assessments? If support equipment and/or test assets are required, would existing Contractor assets be available? If not, what would be your approach be to obtain the equipment? Does your organization have a non-developmental or near non-developmental solution that would meet the provided specification? If so, how long from contract award to delivery of first production unit would your organization require? Additionally, what objective quality evidence (OQE) can your organization provide to verify your solution meets the spec? If your organization does not have a non-developmental solution to support a build-to-spec, does your organization have the capability to develop a solution fully compliant with the provided spec? If so, what is the estimated non-recurring engineering that would be required to complete development and how long would it take to deliver the first production unit? Identify any concerns with the current system specifications and associated documentation as written. Address any requirements that are cost prohibitive or present a high risk based on the proposed schedule and/or performance requirements. Recommend actions to address the concerns by providing alternative requirements or approaches. Address any concerns with the anticipated timeline as presented. Describe why the schedule is or is not feasible based on your proposed approach. Are there any cost/pricing considerations you would like to bring to the Government�s attention? Do you have any recommendations on the structure of the requirements or the overall contracting strategy that would reduce the total price? What performance incentive structure and growth would your organization recommend and why? SECTION 4.3: FORMATTING NAVSEA will accept ONLY electronic unclassified submission of responses. Respondents to this sources sought must adhere to the following details: Submissions shall be single spaced, typed or printed in Times New Roman font with type no smaller than 12-point font. Paper should be 8 1/2 x 11 inches with a minimum of 1 inch margins around the page. Any text contained within tables, graphs, etc. should be 8-point Times New Roman font or larger. Included files should be created/prepared using Microsoft Office 2010 compatible applications. Graphics, photographs, and other data that may not be compatible with Microsoft Office 2010 should be submitted in Adobe Acrobat format. Submitted electronic files should be limited to the following extensions: .docx Microsoft Word .xlsx Microsoft Excel .pptx Microsoft PowerPoint .pdf Adobe Acrobat .mmpx Microsoft Project Submitted electronic files should not be compressed. To aid the Government in its review, please segregate proprietary information by properly marking and clearly identifying any proprietary information or trade secrets contained within the response. The Government will not be liable, or suffer any consequential damages, for any proprietary information not properly marked and clearly identified. Proprietary information received in response to this sources sought will be safeguarded and handled in accordance with applicable Government regulations. Please be advised that all submissions in response to this sources sought will not be returned. Not responding to this sources sought does not preclude participation in any future solicitation, if one is issued. Specific responses to the approaches will not disqualify or have an impact on participation and evaluation on future solicitations. Government response to submissions may be provided via follow-up electronic posts to BETA.SAM.GOV under this posting. The Government is not obligated to respond to any questions. SECTION 4:� REQUESTING GOVERNMENT FURNISHED INFORMATION (GFI) To obtain the TDP documentation, interested companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive export-controlled information.� In addition, interested companies must complete the Terms of Use and Non-Disclosure Agreements (Attachment 1 of this sources sought). The DD Form 2345 and completed Terms of Use and Non-Disclosure Agreements shall be submitted via email to the Contract Specialist, Daniel Kough at daniel.w.kough2.civ@us.navy.mil, and to the Contracting Officer, Maura Muehlenkamp at maura.muehlenkamp@navy.mil. Upon receipt and approval of the GFI request, the GFI will be provided.� Please make the request as soon as practicable as it may take several days for the Government to review and approve access to the documents.
