SOURCES SOUGHT NOTICE Solicitation Number: HHS-NIH-NIDA-(AG)-SBSS-75N95022Q00035 Title: Microplate Liquid Handler, Multi-Mode Dispenser, and a Multi-Mode Microplate Reader NAICS Code:� 334516 Analytical Laboratory Instrument Manufacturing �Description:� This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background: � Purpose and Objectives: The purpose of this acquisition is to purchase an automated liquid dispensing device to create a high through put workflow for processing tissue culture cells to enable genetically engineered iPSCs. � Salient characteristics � All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract number and Contractor name. The Contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. Vendor must be able to provide these specifications: Microplate Liquid Handler must be able to provide these specifications: Must have Agilent VWorks, integrated with BioTek Gen5 and LHC2 Must be able to integrate and fully compatible with Agilent Synergy Neo2 Multi-Mode Reader, Cytation 5 Imaging Reader, Epoch 2 Absorbance Reader EL406 Washer Dispenser, MultiFlo FX Multi-Mode Dispenser � MultiFlo FX Multi-Mode Dispenser must be able to provide these specifications: Must have ability to dispense up to four independent reagents without cross contamination. Must be modular and upgradeable from one to four reagent dispensers. Must have touchscreen user interface. Must be compatible with 6-, 12-, 24-, 48-, 96-, 384- and 1536-well microplates. Must have available single channel random access dispensing for 6-, 12-, 24-, 48-, 96-, and 384-well microplates. Must be able to dispense individual volumes into individual wells, using an imported custom plate map. Must have available plate washing capability for 6-, 12-, 24-, 48-, 96-, and 384-well microplates. Must have ability to provide gentle media exchange without loss of 3D cell structures. Must have broad dispense volume range from 500 nL to 30,000 ?L/well. Must have 1 ?L, 5 ?L and 10 ?L cassettes available for optimal peristaltic pump performance. Must have angled tubes for gentle dispensing with cell-based assays. Must be compatible with deep well microplates, PCR trays and microtubes. Must have both peristaltic pump fluid delivery and dual syringe drive fluid delivery options. Must be automation compatible. Must have an available optional microplate stacker. Must be able to dispense 10 ?L into 96 wells in 3 seconds with the peristaltic pump. Must be able to dispense 5 ?L into 384 wells in 6 seconds with the peristaltic pump. Must have user programmable shaking and soaking. Must have optional autoclavable sterilization compatibility. Must have USB port for protocol transfer and storage. Must have extensive onboard software for protocol creation and execution. Must have optional pc-based software for protocol programming and execution. Multi-Mode Reader must be able to provide these specifications: Must have hybrid optical system combining an independent monochromator fluorescence optical system with an independent filter-based fluorescence optical system in the same instrument. Must have multiple parallel detectors for ultra-fast simultaneous measurements. Must have quadruple scientific grating optical design (two gratings per monochromator) for better spectral scanning performance. Must have continuously variable bandwidth monochromators for fluorescence measurements in 1 nm increments. Must be capable of performing fluorescence and absorbance spectral scans. Must be upgradable to laser-based excitation source for Alpha assays. Must have 337 nm laser for TRF assays. Must have dedicated filter-based bottom optics with focus adjustment for live-cell assays. Must have fiber-free filter-based optics for increased optical efficiency. Must have maximum read speed of 6 seconds for 96-well plates and 11 seconds for 384-well plates, including for dual measurement fluorescence polarization assays. Must have stacker option, with plate exchange speeds of 6 seconds. Must have image-based 1D and 2D barcode scanner option. Must be able to automatically dispense reagents in all detection modes. Must be compatible with 2 ?L low volume microplate accessory with 16 or 48 sample microspots for direct nucleic acid quantification as well as fluorescence and luminescence measurements. Must be able to control temperature to 70 �C with a 4-zone temperature control system, with the ability to set a temperature gradient to prevent condensation on plate lids. Must have top/bottom automatic focus adjustment to automatically accommodate for various microplate heights and fluid levels. Must have automatic individual well-by-well absorbance path length correction to automatically calculate 1 cm path length corrected results and compensate for pipetting errors in microplates. Contractors that believe they possess the ability to provide the requirement should submit documentation of their ability to meet each of the project requirements to the Contract Specialist. The response should directly and specifically state in the, capabilities statement, which project requirements you can supply. Contractors must also provide their Company Name, DUNS Number, Physical Address, Point of Contact, and Size and Type of Business (e.g., 8(a), HubZone, etc.) pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses (capability statements) sent in response to this Small Business Sources Sought Notice must be submitted electronically (via e-mail) to the Contract Specialist.
