- Emergency drinking water, type II, in a rigid plastic container is determined to be a non-commercial item in accordance with FAR 2.101, Definitions, since this item is not available to the general public and will not be available to the general public. Emergency drinking water under the Operational Rations Program is considered to be commercial; however, the packaging and packing requirements for the water is military unique. DLA Troop Support seeks industry interest in participating in the MRE acquisition program. More information can be found in the attached Sources Sought document.
