Sources Sought Synopsis: **This is not a solicitation**� The Government is conducting Market Research, in accordance with FAR Part 10, to identify possible sources for Cargo Fuel Tank repair for 09L00069 600,000 gallon R-11 Refueler serial number# IHTWGADT59J098467 Model 7400 as described below.� This Sources Sought is solely for information and planning purposes.� The intended purpose is to identify potential sources that may possess the expertise, capabilities, and experience to meet Eglin AFB�s requirement.� It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� Furthermore, Eglin AFB is not at this time seeking proposals, and will not accept unsolicited proposals.� Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought.� Please be advised that all submissions become Government property and will not be returned.� All costs associated with responding to this Sources Sought will be solely at the responding party�s expense.� Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� It is the responsibility of the interested parties to monitor this SAM.gov website for additional information pertaining to this Sources Sought. Requirement: The contractor shall perform the following: Remove tank from vehicle. Provide all materials for repair removal and re-assembly of cargo tank. Weld and repair all cracks, to include existing sump tank drain crack modification. Pressure test cargo tank to ensure no more existing leaks. Sand and Paint tank as required. Reinstall cargo tank. Re-assemble all components. Replace 4 each tank pads. Replace 8 each 7/8�- 14 Hex Nuts Grade 8. Replace 16 each 7/8� flat Washers. Replace 4 each 7/8� x12� Hex Head Cap Screws. Replace 4 each 7/8�-14x4� Hex Head Cap Screws. Replace 3 each 1863 cargo warning stickers if required. Replace all required Rubber Victaulic Gaskets when reinstalling tank to chassis. Replace Manhole Gasket. Replace Bottom Loader Gasket. Reinstall and inspect all electrical to tank. Reinstall and inspect all tank plumbing. Load fuel and test as required. Test all components after reinstallation. Remove fuel evacuate system and prepare vehicle for shipment back to origination. Provide transportation of the Refueler vehicle to and from repair site. Capability Statement: All interested firms shall submit a response demonstrating their capabilities to complete the work listed above�to the primary point of contact listed below.� NAICS Code: 811111, Truck repair shops, general Acceptable Means of Submission: All submissions must be submitted electronically to the following email address: matthew.daub@us.af.mil by 10 December 2021, 11:59 AM CST Any correspondence sent via email must contain the subject line, �Cargo Fuel Tank Repair.�� This correspondence must be contained in a single email, unless otherwise approved, and must not exceed five megabytes, including attachments.� Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination. Important Notice to Contractors: Response MUST also contain a complete description of items offered and any technical manuals or literature to clearly show that the items meet or exceed the requirements listed above.� The Contracting Officer will review responses based on the factors listed in this Sources Sought and the information furnished by the Respondent.� The Government�s evaluation of the capability statement received will factor into whether any forthcoming solicitation will be conducted as a full and open competition, a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc�).
