Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The Environmental Protection Agency (EPA) is performing market research to identify the capabilities of firms for an anticipated requirement for construction and renovations at its Robert S. Kerr Environmental Research Center, 919 Kerr Research Dr, Ada, OK 74820. The construction project will be completed in multiple phases, including: Task 1 � Demolition; Task 2 � Second Floor Labs Renovation; Task 3 � Sample Receiving Room Addition; Task 4 � Conversions to Library/Caf� and Glassware Lab; Task 5 � Additional Lab Conversions; Task 6 � Phased Electrical Upgrades; Task 7 - Level 1, 2, 3 North Labs, Mechanical Services & Exterior Envelope; Task 8 - Level B and Level 2 South Labs; Task 9 - Level 2 West Labs; Task 10 - New Restroom Cores, and; Task 11 - Lobby and Conference Room Renovations. See attached DRAFT Statement of Work (SOW) and DRAFT Program of Requirements (POR) for additional requirement details. To be considered a potential source, a firm must demonstrate they are able to provide the necessary personnel and services to support the efforts delineated by the draft SOW. Specific services required will be identified in individual task orders issued by the Contracting Officer. Required disciplines may vary by project. The Contractor shall become knowledgeable about EPA�s facilities through existing documentation and, where necessary, through site visits and interviews with EPA staff. The Contractor will perform all requirements in accordance with the project�s Program of Requirements. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. An acquisition strategy has not been finalized. EPA currently intends to award one Indefinite-Delivery Indefinite-Quantity (IDIQ) construction contract under this requirement with a target effective date of September 1, 2022. The IDIQ contract is expected to have a ten-year period of performance with a minimum order amount of $10,000.00 and a ceiling of $30,000,000.00. Orders issued against the IDIQ are anticipated to be Firm-Fixed-Price. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a size standard of $39.5 million. The U.S. EPA is particularly interested in determining if SBA certified 8(a) economically disadvantaged small business concerns possess sufficient bonding capacity and research laboratory construction experience to meet project requirements. Firms should possess a per contract bonding capacity of at least $10,000,000.00 and an aggregate bonding capacity of at least $30,000,000.00. Additionally, firms should demonstrate research laboratory construction experience in the last five years on projects valued at over $10,000,000.00, specifically demonstrating Lab HVAC experience, Lab Ventilation experience, Lab Plumbing experience, and Electrical Distribution and Emergency Systems experience. Interested parties who have the bonding capacity and experience identified above and who possess the capability of providing the services described in the draft SOW posted are invited to submit capability documents with sufficient information that clearly demonstrates their ability to provide the services described in the draft SOW, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be submitted. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capability statements information should include: Size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, if the contractor has a GSA Schedule contract (indicate if this requirement would fall under that contract) and GSA Contract number, point of contact, telephone number, email and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. Capabilities Statements in response to this Sources Sought Synopsis must be submitted via FedConnect by December 17, 2021.
