- Notice of Intent to Issue a Sole Source Contract for Pilot Structural Monitoring Joint Project This notice is issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a firm fixed-price contract on a sole source basis to the Coastal Resources Management Council, 4808 Tower Hill Road, Wakefield, RI 02879-2392, in accordance with FAR Part 15 and FAR Subpart 6.302-1. BSEE anticipates entering a contract with the Rhode Island Coastal Resources Management Council (CRMC) for the project entitled, ""CVOW Pilot Structural Monitoring Joint Project"" (CVOWP-SMJP). CRMC is currently conducting a structural study on the Block Island Wind Farm (BISM-JP) which is Nation's first commercial offshore wind farm. CRMC, participating with Virginia Department of Mines Minerals & Energy, propose to conduct the same study on the Coastal Virginia offshore Wind Pilot (CVOWP) project. This effort will enable the BISM-JP to design the same wave loading instrumentation as proposed for the CVOWP-SMJP. The data collection and analysis methods will be informed by a stakeholder group comprising scientists and engineers from academia and industry, as well as federal government partners including the Bureau of Ocean Energy Management (BOEM). The CVOWP-SMJP will provide unique data that is necessary in meeting both BOEM and BSEE regulatory needs. CVOWP-SMJP will provide BOEM and BSEE with access to reports, raw and reduced data products, and model runs. The BSEE will utilize the information from the project to enhance and promote the environmental protection and safety in renewable energy operations. The objective of CVOWP-SMJP is to monitor the structural health of the foundation to gain insight into the structural response of the system for validating design assumptions and enhance the understanding of Atlantic coastal operations. It is anticipated to be a Firm-Fixed-Price type contract with a period of performance of 24 months will be awarded during the second quarter of Fiscal Year 2022 for an estimated amount around $750,000.00. The applicable NAICS Code is 541715 (Research and Development in the Physical, Engineering, and Live Sciences (except Nanotechnology and Biotechnology)). THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. However, any firm believing itself capable of performing the work stated above may submit technical documentation to establish their capability. Such documentation must be submitted to the Contracting Office by 2:00PM, Eastern Time on December 17, 2021. A determination not to compete the proposed requirement based upon responses received lies solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
