Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT.�The United States Coast Guard (USCG), Surface Forces Logistics Center (SFLC), Contracting & Procurement Division � Long Range Enforcer Product Line (CPD-LREPL 42), Eagle Rd # 21, Alameda, CA 94501, intends to issue a sole source, Indefinite Delivery Requirements contract, under Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) soliciting from a single source.� Only one source is capable of providing the WMSL Propulsion Optimization Updates, Rolls-Royce Solutions America, Inc. (formerly MTU America, Inc.), 39525 Mackenzie Drive, Novi, MI 48377-1602, DUNS number is 020016718, NAICS Code is 541512, and Business Size Standard size is $30 million. The USCG requires a contractor to furnish all necessary labor, material, services, equipment, supplies, power, accessories, and such other materials as are necessary, except as otherwise specified, to perform hardware and software upgrades of the 418� Maritime Security Cutter-Large (WMSL) MTU Propulsion Control System for Main Propulsion Diesel Engine (MPDE) low load mitigation, load sharing, increased fuel efficiency, and fine pitch and shaft RPM adjustment for Maritime Security Cutter-Large (WMSL) hulls 754 through 760 and follow-on vessels in Fiscal Years (FYs) 2022 through 2027. Materials and parts not connected to services may be procured under this contract. Details for these services are provided in the specification and will most likely be performed at the vessel�s homeport. Required services will be performed on a recurring basis throughout the contract period and any option years exercised under the contract, please see the attached Statement of Work/Performance Work Statement/Specifications for additional information.�Also, please see the attachment labeled, �J&A - redacted� for further detail as to why this action is being negotiated solely with Rolls-Royce Solutions America, Inc. (formerly MTU America, Inc.). There are no solicitation documents; however, contractors interested in this requirement should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement.� Contractors who are not registered in System for Award Management (SAM) database prior to award will not be considered.� Contractors may register with SAM by going on via web to�https://www.SAM.gov. Any responses received without completing the SAM registration will be considered noncompliant. Furthermore, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12. �Responses must be received no later than 4:30 PM, Pacific Standard Time, 17 December 2021.� Responses should be submitted electronically to�the Contract Specialist, Wayne Gutman at wayne.m.gutman@uscg.mil�and Contracting Officer, David Humfleet at david.a.humfleet@uscg.mil.
