- Training Purchase. The National Aeronautics and Space Administration (NASA), Office of the Chief Human Capital Officer, is seeking individualized executive coaching services for leaders at the GS11-15, Senior Executive Service, Senior Leader, and Senior Technical Executive levels. The contractor shall provide customized coaching engagements that encompass up to 12 hours of coaching services per engagement, approximately 6 months in length. Each coaching engagement shall consist of individualized, one-on-one sessions, involving the designated contractor coach and the respective NASA Leader (Client). The contractor shall provide a virtual learning platform that includes scheduling, coaching matching, assessments, a resource portal, and on-demand specialty coaching available for each coaching client. Engagements will provide coaching, feedback, organizational leadership, and/or strategy discussions to the coachee to help the NASA Client identify critical succession factors, areas of development, support through transitions, personal action plans with a method to assess progress on goals, and any other area of needed development and support. The Executive Coaching services shall take place virtually, depending on the needs of the NASA Client. A leadership assessments or 3600 feedback instruments shall be included as part of these engagements. Timely identification of potential coaches is required, within 5 business days of request. The executive coaching engagement shall consist of: ? Engagement Preparation Time (to be included in overall pricing of the engagement): o An introductory discussion to assess fit between the designated coach and NASA Client. o An orientation/intake session to learn more about the executive, his/her areas of support and development, and a description of the coaching process, outcomes, and any other logistical considerations included in the engagement. This session may include the Client�s supervisor or management official and may require an in person meeting. o Development of a coaching plan to include customized deliverables and development objectives aimed at helping the Client achieve the desired outcomes and alignment to organizational goals. ? Optional: On a case-by-case basis and anchored in the Client�s needs, NASA may request the coach use a 3600 instrument to support the coaching engagement. ? Program Management/Administrative Time (to be included in overall pricing of the engagement): o Selection, interviewing and coach-client matching o Mid-term and summary report ? Coaching Sessions (not to exceed 12 hours): Extensions to the engagement must be approved by the Contracting Officer Representative (COR) Preferred Coaching Cadre: Coaches should be ICF credentialed or equivalent. Place of Performance: Coaches need to be able to perform coaching services using video meetings, phone, or in-person if requested. Depending on the NASA Client�s needs, coaches may be requested to travel to any NASA location or facility, including: ? Armstrong Flight Research Center, California ? Ames Research Center, California ? Glenn Research Center, Ohio ? Goddard Space Flight Center, Maryland o Wallops Flight Facility, Virginia o Independent Validation and Verification, West Virginia ? NASA Headquarters, Washington, DC ? Johnson Space Center, Texas o White Sands Test Facility, Los Cruses, NM ? Kennedy Space Center, Florida ? Langley Research Center, Virginia ? Marshall Space Flight Center, Alabama ? Stennis Space Center, Mississippi ? NASA Shared Services Center, Mississippi Period of Performance: 1 year from date of award Type of Task: Fixed price for coaching hours (includes engagement preparation and program management/administrative time); Time & Materials for travel and assessments. Task is available for use across all locations and organizations within NASA. Funding can be placed on this task for use in a similar fashion by any and all NASA locations or organizations. Period of performance for an individual coach not to exceed one year without the express permission of the center�s coaching program manager. Frequency of coaching sessions will be determined between the client and the coach. Deliverables: A summary report of progress on the NASA Client is required within ten days at the midway point of the coaching task and upon completion of the task. The mid-term summary report shall only include stated coaching objectives and progress towards those objectives. The final summary report shall include any pertinent, but not confidential, information that would help the NASA Client and other relevant parties including HR Business Partner, Client�s home organization�s management or Agency Coaching Program Manager support the Client�s continued development upon completion of the coaching engagement. Both reports will be sent to the Contracting Officer�s Representative (COR) who will distribute to the appropriate parties. February 7, 2021
