- Intellifaucet Mixing Valves for Culture Unit Upgrade The U.S Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Hass Manufacturing Company, for Intellifaucet Mixing Valves. The procurement for these valves is recommended to be processed without full and open competition. Hass Manufacturing Company, is the only known commercial source for this proprietary item. The intellifaucet mixing valves are to be purchased to replace obsolete and antiquated pneumatic mixing valves with highly reliable electronically controlled mechanical valves in the Great Lakes Toxicology and Ecology Divisions (GLTED�s) organism culturing facility. Current temperature control of Lake Superior Water used in culturing aquatic organisms is provided using air driven valves. These valves have been used for decades and have become unreliable and prone to failure. These are one of a kind engineered items which are built to support our organism culture facilities special needs. Hass Manufacturing has the only self-adjusting water flow, constant temperature units which are constructed with inert materials (Stainless Steel, Brass), critical when culturing organisms for aquatic research. These units have specialized programming adapted to our lab automation monitoring system (Metasys). We rely on these valves because they have automatic default resets � meaning, if the power supply fails for even an instant the valve recovers at its previous flow and water temperature settings. This function is standard on these valves, not available on other brands. Failure to self-correct puts culture research organisms in danger of thermal shock or inadequate water flow. The self-correction feature is imperative when maintaining low flow supply to sensitive species. Each organism culture has a specific flow and temperature requirement. One size does not fit all. The models being purchased are chosen because they have millisecond response to hold constant flows and temperatures at all times, not available on closed gate style valves. In addition to a LED read-out display, these valves have visual monitoring capabilities other mechanical valves lack. Without this type of valve we have experienced system failures which cause organism mortalities. Using this smart valving equipment for each of our cultures allows them to monitor from a single location, to record problems to Metasys files when they occur, and have Metasys notify appropriate staff by email and text messaging as needed. EPA believes Hass Manufacturing, Company, is the only vendor capable of providing the above referenced items. The circumstance permitting is FAR 6.302-1 ""Only one responsible source and no other supplies or services will satisfy agency requirements"". All interested parties who believe they can provide the required item/services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
