- Naval Supply Systems Command Fleet Logistics Center San Diego intends to negotiate and award a firm fixed price purchase order to Amari soft for 3GPP compliant network testbed callboxes 1 Classic and 2 Minis) on a sole source basis under the authority of FAR 6.302-1(b)(1); Only one responsible source and no other supplies or services will satisfy agency requirements. There are no known alternatives in the market that can satisfy the minimum Government specifications for 3GPP compliant network testbed callboxes that support 4G Long Term Evolution (LTE) and 5G New Radio (NR) protocols. Minimum Specifications: The testbed callboxes which must be 3GPP compliant and support 4G LTE and 5G NR protocols are required to support student research at the Engineering Enclave for Maritime Security (EEMS) laboratory at Naval Postgraduate School. Testbed callboxes are requested that can be used to support research at the EEMS lab which require new integrated testbed systems adhering to the 5G NR protocols in order to learn and test how devices and protocols interact as they connect to and operate within a 5G network. One integrated PC that operates as an LTE and NR testbed and two portable PCS that operate as an LTE and NR testbed are specifically requested. This system must adhere to the 3rd Generation Partnership Project (3GPP) standards. 3GPP is an umbrella term for a number of standards organizations which develop protocols for mobile telecommunications. Quote directly out of Department of Defense 5G Strategy Implementation Plan, 2020 It is vital that DoD and its interagency partners, including the Federal Communication Commission (FCC), National Institute of Standards and Technology (NIST), and National Telecommunications and Information Administration (NTIA), have specific and prioritized outcomes for this engagement, including strengthening U.S. influence in key standards setting organizations and promoting high-quality American 5G and beyond technologies. Specific requirements are as follows: This system shall be able to support multiple protocols and diagnostics such as 4G LTE and 5G, IP Multimedia Systems (IMS), frequency flexibility across all LTE and 5G bands of sub-6GHz 5G including non-standard bands, channel simulation and test modes that permit overriding and simulating error cases, end-to-end performance monitoring, scripting of custom algorithms, and compact form factor to facilitate portability and field tests. Testbed callboxes must enable highly detailed and unprecedented understanding of the network core functionality. Better understanding of this core functionality and its relationship to user device security and performance will permit the Navy to design and deploy advanced battlefield networks that fully leverage the capability of 5G NR. Successful bids must show demonstrated history. End-users of these systems could be either Navy or non-Navy 3GPP compliant network testbed callboxes. There will be no written solicitation issued. This is an intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. The contractor needs to be registered in the DoD System for Award Management (SAM). Register via the SAM website https://www.sam.gov, and also be eligible to process invoices through Wide Area Workflow (WAWF). Register via the WAWF website https://wawf.eb.mil. Those capable of meeting the minimum requirements for a 3GPP compliant network testbed callboxes are requested to provide the following information in their response: 1) Current capability that demonstrates your company ability to meet the above requirement, 2) Company name, point of contact, e-mail address, telephone and fax numbers, type of business and size, Cage Code and DUNS number.
