- Headquarters Air Combat Command (ACC) senior leaders seek discussions with industry, academia, and other government organizations to explore emerging technologies with potential applications to combat airpower. While not a request for contractual offers or proposals, these Industry Information Exchange (IIE) discussions may offer organizations currently conducting Independent Research & Development (IR&D) activities the opportunity to exchange ideas with Air Force senior leaders and better focus their organizational efforts toward Air Force air combat needs in a mutually beneficial manner. The intent of the upcoming IIE event is to focus senior-level discussions on Long Range Kill Chain (LRKC) concepts. This engagement offers participants the opportunity to gain a broader understanding of the combat air forces' near-, mid-, and far-term capability needs. Successful IIEs generate and sustain an ongoing dialogue on emerging technologies relevant to the ACC core functions between ACC leaders and senior-level participants from industry, academia, Federally Funded Research and Development Centers (FFRDCs), intra-governmental organizations and others. IIEs may also provide preliminary opportunities for information exchange on topics of science, technology and innovation in cases where a participant's current projects have the potential to enhance advanced warfighter capability. The ACC Director of Plans, Programs and Requirements (ACC/A5/8/9) will host two identical and separate briefings on 12 January 2022.� A synopsis of the Air Force warfighting focus areas at the upcoming industry engagement on LRKC is outlined below To deter and if necessary defeat a near-peer adversary the Joint Force must be able to deny the enemy�s objectives.� A critical element of a denial strategy is the attrition of an attacking force and the capabilities that protect it.� Most of these air, sea, and ground targets are mobile, therefore the Joint Force requires the ability to find and maintain target custody long enough to degrade or destroy them.� Moreover, the Joint Force must do this at speed and scale over long distances.� The Department of the Air Force�s job is to build air and space forces that can sense and track the most important targets, and then engage them with platform/weapon combinations that can kill them rapidly and effectively.� In order to have a successful long range kill chain four main elements are required. First, the Joint Force needs the ability to comprehensively sense the battlespace, detecting and tracking emerging targets quickly and without ambiguity.� Second, prior to prosecuting targets sensors, shooters, and weapons must be connected to seamlessly share information across platforms in near-real-time.� Third, the Joint Force must possess the weapons and delivery systems necessary to engage the adversary both from within and without of their own �denied� airspace.� Lastly, the Joint Force requires agile and comprehensive battle management command and control (BMC2) to make sense of the battlespace, prioritize and distribute targets at large scale, and bring order to the chaos of large scale multi-domain warfare.� By addressing these four areas: sense, connect, engage, and BMC2 the Department of the Air Force will enable the Joint Force to succeed in both times of peace and in war.� For when the adversary understands our ability to deny them their goals and inflect great harm upon them, we will achieve our own primary objective -- not having to fight at all. Only those companies with demonstrated success in addressing Department of Defense capability development in their IR&D programs should consider responding to this RFI.
