Description
The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for construction activities to include road grading, culvert & cattle guard removal and replacement, and unclassified excavation located on Stellar Creek Road. Additive alternate schedules for the installation of crushed top surfacing along portions and entire road corridor are also included in this construction requirement. The project work is located along the Stellar Creek Road corridor on BLM lands approximately 32 miles north of Forsyth, Montana in Rosebud County. BLM will issue Solicitation Number 140L3622R0001 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include: * Base Schedule o Mobilization o Traffic Control o Clearing and Grubbing o Unclassified Excavation - Head Cut Grading o Cattle Guard, 16 - Foot o Polymer-Coated Corrugated Culvert Pipe, 24 - Inch o Polymer-Coated Corrugated Culvert Pipe, 36 - Inch o 24"" Galvanized Flared-End Section o 36"" Galvanized Flared-End Section o Random Riprap, Class - 1 o Filter Fabric o Low Water Crossing - Remove and Reset Blocks o Road Maintenance o Reclamation / Seeding * Additive Alternative 1, STA 0+00 To 167+16 o Road Maintenance - 3/4"" Minus Crushed Top Surfacing * Additive Alternative 2, STA 167+16 To 334+32 o Road Maintenance - 3/4"" Minus Crushed Top Surfacing * Additive Alternative 3, STA 334+32 To 501+49 o Road Maintenance - 3/4"" Minus Crushed Top Surfacing Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Proposal (RFP) on or around December 16, 2021. The estimated price range of this acquisition is between $500,000 and $1,000,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237310 and the associated Small Business Size Standard is $39.5 Million. A single contract award will be made to the offeror that submits a proposal that has been determined to be the lowest-price, technically acceptable (LPTA) offer. A firm-fixed priced contract is contemplated. Proposals will be due on or around January 31, 2022, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the anticipated solicitation. Electronic proposals will be subject to the same rules as paper proposals. The Government anticipates award of this procurement on or around March 16, 2022. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed (on or around May 2, 2022) and complete the entire work ready for use within 120 calendar days (August 30, 2022). The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
