Description
Construction -Senator Wash Pump-Generating (P/G) Plant This is a Pre-Solicitation Notice with the intent of synopsizing a proposed contract action prior to issuance of the solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to posted to the https://sam.gov/content/opportunities Contract Opportunities (formerly FBO). No documents will be available until the solicitation is issued. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance. In accordance with Part 15 of the Federal Acquisition Regulation (FAR), the Bureau of Reclamation intends to issue Solicitation No.140R3022R0001 on or around January 10, 2022. The close for acceptance of proposals is anticipated to be 30 days from the date the solicitation is actually issued. The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation) intends to issue a solicitation for a construction project for upgrading Senator Wash Pump Generating Plant. Project Description: Work is located at Senator Wash approximately 22 miles northwest of Yuma Arizona. (Imperial County) Work consists of removal and replacement of motor protective relays, furnishing and installing a permanent engine-generator set furnishing and installing distribution panelboards, and interfacing pump-generation unit control with a contractor designed, furnished, and installed SCADA system. The project period of performance is anticipated to begin on or about April 1, 2022, with 365 days performance period. In accordance with FAR 36.204 the estimated price range for this construction project is between $1M - $5M. SITE-VISIT: A pre-proposal site visit will be scheduled for all interested parties; information (e.g. date, time, location) will be provided in the solicitation. This acquisition will be solicited full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 238210, Electrical contractors and other Wiring Installation Contractors with a size standard of $16.5M. This acquisition will be pursued in accordance with FAR 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal. The Government intents to award a firm-fixed contract as a result of this solicitation. Bid Bond, Payment and Performance Bonds are required. NOTE: The Solicitation will be issued electronically, as will any amendments thereto, in accordance with FAR Subpart 4.5 and 5.102(a)(1); therefore, hard copies will not be provided. There will not be any printed or hard copies of the Solicitation mailed. Additionally, most public libraries have resources available to electronically access and download the Solicitation. Because of this, the Government is under no obligation and is in fact unable to maintain a bidders list. All parties are responsible for checking the website https://sam.gov/content/opportunities for the most current information. Offerors should register on beta.sam.gov to be included on the offeror list in order to receive notification pertaining to the solicitation or visit the website https://sam.gov/content/opportunities after issuance to download the solicitation and any subsequent amendments which may be issued and to ensure that they have the most current information. Failure to obtain any said amendments and to respond to them prior to the date and time set for receipt of proposals may render your proposal nonresponsive and result in rejection of the same. REQUIRED REGISTRATION: Offerors are required to have a current registration on the System for Award Management (SAM) to be eligible for contract award.
