Title: Whitney Dam Powerhouse Glazed Wall Restoration Classification Code:� Z2EB, Repair or Alteration of Maintenance Buildings NAICS: 236210 -Industrial Building Construction with a size standard of $39.5M Recovery and Reinvestment Act Action: No Solicitation Number:� W9126G22R0053 PLACE OF PERFORMANCE:� Whitney Dam Powerhouse, 5.5 miles southwest of Whitney, Texas Agency:� Department of the Army Contracting Office Address:� U.S. Army Corps of Engineers (USACE) Location: �Fort Worth, TX The purpose of this synopsis is to announce an upcoming procurement to the Small Business Community which includes all: Small Business, Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Woman Owned Small Business (WOSB). This project is a restoration and modernization requirement that will be solicited as a �Request for Proposal� (RFP) in accordance with (IAW) FAR Parts, 13, 15, 19, and 36 and will be evaluated in accordance with the evaluation procedures and criteria listed in the RFP. The small business prime contractor must perform general construction at least 15% of the cost of the contract with its own employees, not including the cost of materials. General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the solicitation has been published. A Firm-Fixed Price, Design-Bid-Build (DBB), construction type contract award is anticipated. Only one contract will be awarded for this project. This project includes the removal of existing single-pane glass units and existing paint system to base steel. Existing paint contains lead and will require specialized removal and disposal as defined in specifications. Removal and disposal of lead contaminated debris shall be in compliance with Society for Protective Coatings (SSPC) GUIDE 6 and Society for Protective Coatings (SSPC) Guide 7 which can be found at www.sspc.org . Corrosion and pack rust shall be removed from the steel structure and edges of the built-up members shall be seal welded. Debris in openings of built-up members of wall and doors shall be removed. Pins in the door hinges shall be removed and the hinges disassembled to be cleaned from paint, pack rust and corrosion. Welds of the door hinges shall be tested for cracks using Non-Destructive Test (NDT)methods. If the welds are deemed unacceptable, they shall be grinded out and re-welded. Door latch systems shall also be disassembled, and removed of any paint, pack rust and corrosion. Openings at ends of built-up members shall be closed with steel plates welded on to prevent future debris build-up. Weep holes shall be drilled at specified locations on built-up members. Each door shall be profiled such that it does not make contact with the wall frame when being opened and closed. Door latch insert holes shall be modified to allow door to be latched when fully closed without slamming or excessive manipulation of doors. Doors when fully closed and latching rods extended shall have minimal movement. The door hinges and latching systems shall be re-assembled, reinstalled and lubricated after paint, corrosion, and rust are completely removed. The steel wall and door structures, including hinges and latching systems, shall be repainted with a new paint system. New single-pane safety glass units shall be installed in place of existing glazing. The bottom two rows of glass units in the wall and doors shall be laminated safety glass to protect power plant personnel. Paint shall be retouched as necessary to provide an adequate coating. Weep holes shall be cleaned out if new paint is clogging exits. Options to the contract will be installing a single-point lubrication system at a specified location and using laminate reinforcing for all new glass units. This magnitude of construction of the proposed work is between $500,000 - $1,000,000 in accordance with (IAW) FAR 36.204. Solicitation will be issued prior/on/or about 15 December 2021. Proposal due date and instructions will be in the posted solicitation. Offeror�s must be registered and active with the System for Award Management (SAM), including the NAICS 236210, Industrial Building Construction with a size standard of $39.5M, they are bidding under, in order to receive a Government contract award. Please NOTE this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation, https://piee.eb.mil/piee-landing/. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award.
